KYRGYZ NEWS - 12 JULY 1997
1. Visit of the Kyrgyz delegation to the U.S. is continuing. On 12 July,
dlegeation, led by President Askar Akayev, expected to meet with Kyrgyz
students, studying in the U.S. universities. Then, Akayev will visit COMSAT,
Maryland. In the evening, President Akayev will have a meeting with Eileen
Malloy, former U.S. ambassador to Kyrgyzstan. On 15 July, last day of the
visit, President Akayev expected to meet U.S. vice president, Al Gore.
Also, answering the questions on the recent attacks against press freedom in
Kyrgyzstan, he said that two law drafts have been worked out on his
initiative, and if they pass, they will be guarantee of the press freedom in
the future. Members of Kyrgyz Parliament have prepared a new law draft on mass
media recently. President administration has prepared its own to law drafts,
which are under consideration now.
Also on 11 July, agreement on cooperation between Maryland University and
Kyrgyz National university was signed.
2. Five members of the Legislative Assembly of the Kyrgyz Parliament depart to
the U.S. today. Valeriy Avdeev, Jamgyrbek Bokoshev, Jolbors Jorobekov, Alisher
Sabirov and Alevtina Pronenko will take part in the seminar "Ethics in the
state bodies", organized by the USIA and the American Congress. Seminar will
last two weeks.
3. Conference on impovement of the electoral system in Kyrgyzstan, began in
the resort town of Cholpon-Ata on 11 July, continues today. Participants are
discussing today an idea on quotas in the parliament for women, minorities and
political parties. Program on it had ben worked out by president
administration. Members of the Parliament, government, president
administration, Constitutional court, also, experts from Russia, Kazakhstan,
Uzbekistan are taking part in the conference.
4. UNESCP commission of Kyrgyzstan announced in Bishkek on 12 July that
participants of the jubilee congress of the Issyk-Kul Forum will arrive in
Bishkek on 14 July. Founder of the Forum, writer Tchingiz Aitmatov, will hold
a reception on 15 July. First vice prime minister, Kemelbek Nanayev, will open
the firtst session in Bishkek on 16 July.
Turkish president Suleiman Demirel, UNESCO Director General Federico Major,
former USSR president Mikhail Gorbachev, other prominent people will take part
in the congress, where the political and economical problems of the present
will be discussed. President Akayev expected to address the congress, which
will last till 17 July.
5. Days of Auezov, prominent Kazakh poet and writer, is continuing in Bishkek.
Prime minister Apas Joumagulov, Kazakh state secretary Abish Kekilbayev,
Auezov's sister Gulnar Auezova and his son Marat Auezov take part in the
today's conference in Bishkek, devoted to Auezov's 100th anniversary.
6. Rishat Gench, chairman of the Ataturk Association of historians,
culturologists and linguists of Turkey, and Yusuf Halachoglu, chairman of the
Turkish association of historians, arrived in Bishkek on 12 July. They will
take part in the archaeological excavations on the lake of Son-Kul, organized
by Kyrgyz archaeologist Kubat Tabaldiyev. Son-Kul is the second Kyrgyz lake,
after Issyk-Kul, and situated on the altitude of 3,300 meters.
7. Two Kyrgyz sportsmen won world titles at the taekwondo world championship
(ITF version), held in St.Petersburg, Russia, this week. Kyrgyz taekwondo team
won the title in the team championship on kata (formal exercises), too. Also,
Kyrgyz women taekwondo team won a world title in the team championship.
Also this week, European championship on karate was held in Germany. A man and
two women from Kyrgyz national team won Europe titles.
KYRGYZ NEWS - 14 JULY 1997
1. President Askar Akayev's visit to the U.S. is continuing. He expected to
meet with the U.S. government members in Washington today. Also, Akayev will
meet with James Wolfensohn, World Bank president, today.
2. Prime minister, Apas Joumagulov, held a special meeting in Bishkek today.
Main topic of the discussion was development of the Kara-Keche coal mine in
the Jumgal district, Naryn region. According to Joumagulov, 220,000 tones of
coal will be produced from the mine in 1997 and the output will be increased
twice in 1998. Beginning with 1998, a new railway will be constructed from the
town of Balykchy to Kara-Keche, and it will give after it up to 1,000,000
tones of coal yearly. It is enough to satisfy the requirements of all north
regions of Kyrgyzstan, icluding the capital, Bishkek.
3. Kemelbek Nanayev, first vice prime minister, and Tchingiz Aitmatov,
prominent writer and founder of the Issyk-Kul Forum, held a news conference in
Bishkek today. Congress of the Forum will be held in the resort town of
Chaolpon-Ata on 16-17 July. President Akayev, Federico Major, UNESCO Director
General, and Tchingiz Aitmatov will address the congress. Its motto is
'National and global aspects of culture in XXI century'.
Issyk-Kul Forum was founded by Aitmatov in 1986, its congresses have been held
in Kyrgyzstan, Russia, Switzerland. UNESCO is a sponsor of this year
congress. Suleiman Demirel, Turkish president, Mikhail Gorbachev, former USSR
president, other prominent experts expected to take part in it.
4. Government press service announced in Bishkek today that Mambetjunus
Abylov, Minister of extraordinary situations, will take part as observer in
the exercises, organized by NATO in Iceland on 21-29 July. Rescue workers from
Russia, Baltic states will take part in it.
5. President press service announced in Bishkek today that a special
international conference 'Role of media in strengthening of the eternal
friendsip' will be held in Kyrgyzstan on 16-20 July. Representatives of
Kazakhstan, Uzbekistan and Kyrgyzstan will take part in it. Its organizers are
Kyrgyz foreign ministry, president Akayev's administration and Union of Kyrgyz
journalists. President Akayev signed the treaties on 'eternal friendship' with
Uzbekistan and Kazakhstan in 1996-1997.
KYRGYZ NEWS - 15 JULY 1997
1. Today is the last day of the visit of Kyrgyz president Askar Akayev to the
U.S. He expected to meet with the U.S. vice president, Al Gore, and Americam
congressmen in Washington today.
Yesterday, on 14 July, Akayev met with Thomas Pickering, acting Secretary of
State. Also, agreement between Chambers of Commerce of the two countries and
agreement between the U.S. Exim Bank and Kyrgyz National bank were sigened in
Washington. On 11 July, Akayev met with Alassane Outtara, deputy managing
director of the IMF.
2. Sulaiman Imanbayev, chairman of the Central electoral commission, told our
correspondent in Bishkek today that the president administration and
government had worked out a special program on improving the electoral system
till 2000. According to Imanbayev, implementation of the program needs
$950,000 and $700,000 of the sum will be given by UNDP.
Imanbayev declined the accusations by some members of Parliament. MP Omurbek
Tekebayev, chairman of the Ata-Meken party, stated last week that president
administration undermined the activity of the Parliament by preparing this
program, because the Parliament is considering several new law drafts on
changing the electoral system in the country. Main topic of all of them is
organizing the parliamentary elections by party lists. According to the
governmental program, there would be parliamentary quotas for women,
minorities and political parties.
3. Congress of the Issyk-Kul Forum will begin in Bishkek on 16 July. It will
last 3 days and main topics of it are democracy, peace, war and ethnic factor
in present. Forum was founded by Kyrgyz writer Tchingiz Aitmatov in 1986 and
he is a president of it. Kyrgyz president Askar Akayev, Turkish presient
Suleiman Demirel, UNESCO Director general Federico Major, former USSR
president Mikhail Gorbachev will take part in it. Gorbachev is a president of
the International Green Cross now.
Also, Jean Garrison, president of the World Forum on Planet State; Akio
Matsumura, Director General of the Global Forum of the Parliamentary and
Religious Leaders; Yevgeniy Yevtushenko, Russian poet; Afeverk Tekle,
Ethiopian writer; Polad Byul-Byul ogly, Azerbaijan minister of culture, Turar
Koichuyev, president of the Kyrgyz Academy of sciences, other experts will
participate.
4. Parliament press service announced in Bishkek today that parliamentary
delegation, led by Usup Mukambayev, speaker of the Legislative Assembly, will
visit India on 25 July - 1 August.
5. Igor Tynko, attache of the Russian embassy in Bishkek, told our
correspondent today that Victor Chernomyrdin, Russian prime minister, will
visit Kyrgyzstan late in July. According to Tynko, about 15 agreements between
Russia and Kyrgyzstan will be signed during the visit. Chernomyrdin's visit
has been postponed twice before.
6. Government press service announced in Bishkek today that Nadyrbek
Turganbayev, first deputy director of the State custom service, left Bishkek
for Geneva today. He will take part in the International meeting of the heads
of custom services.
7. Interior ministry spokesman told our correspondent in Bishkek today that
Turkish Export-Credit bank had agreed to give the Ministry $2,124,000-loan for
3 years. The money will be used to provide the Ministry with modern equipment.

Deutsche Welle in Central Asia.
The ceremony of sending the equipment by Deutsche Welle to the non-state
telestudio Kamalak-TV, a JV between Uzbekistan and the US, took place at
the transmitting center of the studio.
Uzbekistan's people will be able to watch programs of Deutsche Welle round
the clock. That is stipulated in the agreement signed by the company and
Kamalak-TV. So far residents of Tashkent region and the city of Tashkent
only have the opportunity to watch the programs, but in the near future the
translation zone will be expanded.
Deutsche Welle is the first foreign TV-company to place its programs at the
disposal of a translation organization of Uzbekistan. According to the
Embassy of the FRG in Uzbekistan, about 900,000 people in Uzbekistan have a
command of the German language and are potential spectators of the channel.

Diplomatic Academy Opened.
Last month the newly established diplomatic academy in Kazakstan began its
classes. The academy will train people to be diplomats through a two-year
course. The applicants are graduates of higher educational establishments
who have woked abroad in diplomatic corps but have no specialized
education. The European Union, TACIS, Russian and Ukrainian diplomatic
academies, and the embassies of France, Germany, Hungary, Japan, Turkey and
UK are rendering assistance in establishing the academy. Prof. M.
Yoldasbekov was appointed rector. Mass Media Survey
Diplomatic relations with Singapore.
Diplomatic relations have been established between the Republic of
Uzbekistan and the Republic of Singapore after exchange of diplomatic

European Union-Kazakstan Committee Meets.
The European Union-Kazakstan joint committee on the implementation of the
Agreement on Partnership and Cooperation between the Republic of Kazakstan
and the EU held its second session in Almaty. The committee discussed the
report of a working group on trade and investment; analyzed recommendations
and proposals developed by the group; exchanged opinions on improving the
terms of European companies' registrations and activities; discussed the
implementation of investors' rights; and talked about the development of an
efficient and well-regulated service market particularly in the areas of
banking and insurance. Mass Media Survey
GAMA to modernize Turkmenbashi Rafinery.
French Tecnip, Japanese Chiyado and Turkish GAMA Construction applied
together for a 500 mln USD contract to modernize Turkmenbashi Rafinery.
GAMA has a 51,5 mln share. The work will begin at the end of the year.
Another rafinery project that was awarded to GAMA in Uzbekistan will be
finished this month. DUNYA
INGUSH PRESIDENT WARNS TENSIONS ARE RISING. Ruslan Aushev sent a telegram
to Russian President Boris Yeltsin on 14 July warning of "unpredictable
consequences" if measures are not taken immediately to defuse growing
tensions between Ingush and North Ossetians, Russian media reported. The
previous day, Ingush refugees who fled North Ossetia's Prigorodnyi Raion
during the fighting in November 1992, in which 500-600 people died, staged
a demonstration in the Ingush capital, Nazran, to demand the more
systematic implementation of Yeltsin's program of measures intended to
stabilize the situation and enable the refugees to return to their homes.
Those measures include imposing direct federal rule in the disputed
Prigorodnyi Raion. Russian media reports suggest Aushev, a former Russian
army general, intends to resign as president and may be offered a military

Kazak 2-yr T-bills catching investors interest.
ALMATY, June 23 (Reuter) - Kazakstan has caught the interest of investors
with its new two-year Treasury bills, but the first auction next week
probably will only see cautious buying, dealers said on Monday.
"There is clearly an interest in the new instrument,'' said Nurlan
Mukhametzhanov of Bank TuranAlem. "But I feel that there won't be
aggressive bidding at its first auctions - everything new is always treated
with caution.''
The government announced on Friday it would offer bills worth 200 million
tenge ($2.65 million) at its first auction on June 30. In contrast to
already existing three-, six- and 12-month discount papers, the new bills
wIll carry coupons.
"The market will be studying the new bills,'' said Baizhan Gabdullin of
Alfabank Kazakstan who expected annualised yields of 18-22 percent at the
new paper's first auction. Currently traded bills yield around 11-16
percent annually.
The government, keen to stop the flight of foreign investors from
Kazakstan's domestic debt market, has said foreigners would not face buying
limits on the two-year paper. Foreigners, whose appetite for Kazak debt has
diiminished with fast-falling yields on currently traded bills, are
entitled to buy only 25 percent of three-month and 50 percent of six- and
12-month issues.
"Foreigners are cautious about the new paper,'' said Luydmila Pogulyayeva
of ABN Amro Bank Kazakstan. She said the volume of the first issue of the
new paper, which will be traded once a month, was relatively small and was
unlikely to influence yields on other bills.
The finance ministry was offering 600 million tenge of MKM discount
T-bills on Monday and 500 million tenge of three-month paper on Tuesday.
The annual yield on six-month paper fell to 14.52 percent on June 9 from
16.24 percent at the previous auction on May 27. Three-month bill yields
edged up to 10.97 percent annual last Tuesday from 10.64 percent on June
11. Dealers said they expected yields to rise on three- and six-month
paper, especially at the end of the first half of the year, when banks will
need to channel funds to pay outstanding obligations.
"I think that today there is a clear tendency for a slight rise of
yields,'' Pogulyayeva said, noting that yields of around 13 percent on the
secondary market ``are likely to push up yields on the primary market''.

Kazakstan begins using the first Japanese credit for the upgrading of the
railroad transport.
The credit totaling to 7.24bn Japanese yen will be used for financing five
main programs. About a half of the funding will be spent for the
construction of a carriage-repairing plant equipped with the most
up-to-date equipment. Japanese workers plan to finish the construction by
the year 2000.
A considerable part of the credit will be spent on increasing carrying
capacity of the railroad station Drouzhba at the border of Kazakhstan and
China, updating telecommunications and reinforcing the upper part of the
railroad.
The rest of the credit will be used for laying a railroad along the Alakol
lake.
On the whole, the project will reduce the way from the Pacific ocean to the
center of the Europe, going now through the territory of the Russia, by

New Silk Road.
The first international exhibition Transeurasia '97 and a conference
entitled The Transport and Transit Potential of the Republic of Kazakstan,
Problems and Prospects was held in Almaty in May. It was organized at teh
initiative of the Ministry of Transport and Communications with the support
of the EU and the British firm ITE. Representatives from over 20 countries
interested in the development of new transport routes and corridors through
Kazakstan participated in the conference. The Kazak Minister announced that
a convenient railwa route to connect Europe and Asia has been determined
and will be called the Great Silk Road. Mass Media Survey
OSCE SECRETARY-GENERAL WRAPS UP UZBEK VISIT. Giancarlo Aragona, the
secretary-general of the Organization for Security and Cooperation in
Europe (OSCE), concluded his four-day visit to Uzbekistan on 14 July,
according to ITAR-TASS. Aragona met with top ranking Uzbek officials,
including President Islam Karimov. Aragona highly assessed Uzbekistan's
cooperation with the OSCE and praised Karimov for efforts toward creating a

RYBKIN MEETS WITH CHECHEN, INGUSH PRESIDENTS. Russian Security Council
Secretary Ivan Rybkin flew to Nazran on 14 July for talks with Aslan
Maskhadov and Aushev at the latter's residence, ITAR-TASS reported. Rybkin
and Maskhadov discussed restoration of Chechnya's oil industry, the funding
of economic and social programs,
and measures to implement the 11 July trilateral agreement on exporting
Caspian oil via Chechnya. It is unclear whether Aushev held separate talks

TURKISH PRESIDENT IN GEORGIA. Suleyman Demirel arrived in Tbilisi on 14
July for a two-day official visit accompanied by several state ministers,
including Foreign Minister Ismail Cem, and military and economic officials,
the "Turkish Daily News" reported on 15 July. Demirel and his Georgian
counterpart, Eduard Shevardnadze, signed a declaration on boosting
cooperation as well as agreements delineating the joint sea border, on
training Georgian military personnel in Turkey, and on other issues,
Russian media reported.
The two presidents discussed the construction of a railway from Kars to the
south Georgian town of Akhalkalaki. Demirel told journalists that a third
frontier crossing will be opened between the two countries. He said that
Georgia is the "guarantor of peace and stability in the Caucasus" and
underscored the "complete mutual
understanding and mutual respect" between the two countries, according to

UZBEKISTAN READY TO EXPORT PETROLEUM PRODUCTS. First Deputy Prime Minister
Ismail Jurabekov said on 14 July said that Uzbekistan is now in a position
to export petroleum products to other CIS countries, Interfax reported.
Jurabekov, speaking at the opening of a compressor station at the
Kokdumalak oil and gas field in the
Kashkadarya region, noted that Uzbekistan ceased importing petroleum
products in the second half of 1995. He also said the station, which was
built with U.S. and Japanese assistance, will allow Uzbekistan to increase
oil production in the area from 2 million tons to 4.5 million tons
annually. Gas condensate extraction will nearly
triple, headded. The Kokdumalak field is estimated to contain 98.7 million

Giuseppe's Pizza in Kazan
During the last 4 years, several new pizza places and cafes opened in
Kazan. All of them have the same name: "Giuseppe". The reason for this
uniformity is easily explained: all these establishments are owned by the
same person -- Giuseppe Sparta.
52-year old Sparta is an entrepreneur who owns a network of cafes and
restaurants in Sicily and Budapest. He is one of the first Western
businessmen who started investing capital in Tatarstan's service industry.
At the beginning, he transformed some of Kazan's old eateries by
reconstructing them and turning them into modern, tastefully decorated
pizzerias and cafes. He buys most of the ingredients from local producers
and turns them into delicious Italian delicacies. Giuseppe's
establishments are very popular with customers, unlike many city-owned
restaurants and cafes.
On top of his very first pizza place Giuseppe built a 5-star hotel complete
with a swimming pool, sauna and gym. He also opened a utility store and is
involved in reconstructing Kazan airport's old restaurant.
Giuseppe Sparta's interest in investing in Tatarstan is partly explained by
some aspects of his personal life: a few years ago he met a Tatar woman,
named Nelya, a student of Kazan Pedagogical Institute. They got married.
Recently Nelya became a mother of a little daughter. Perhaps this will
convince Giuseppe to start investing in kindergartens. "Pravda" (June 24,

Business Associations and Think Tanks
as Engines for Economic Reform
*****************************************************************
The Center for International Private Enterprise is holding two
international conferences, in Almaty, Kazakstan October 20-21,
1997 and in Tashkent, Uzbekistan October 23-24. This will be
CIPE's first effort in Central Asia, a region we consider very
important in the New Independent States (NIS). CIPE has had
several years of NIS experience with over 15 grantees in Russia,
Ukraine, Belarus, Armenia and Azerbaijan, along with 14 years of
experience with over 400 projects in 70 countries worldwide.
This conference will bring together key government officials,
members of Parliament, heads of leading public policy research
institutes and business associations in Kazakstan, Uzbekistan,
plus possible representation from Kyrgystan and Turkmenistan. The
purpose of this conference will be to empower private, market-
oriented business associations, think tanks and entrepreneurs to
play a role in the economic reform of Kazakstan & Uzbekistan. The
goal is to give these groups concrete examples of how to organize
and interact with the government by presenting models and success
stories from other Western countries and countries in transition.
In addition, the conference aims to strengthen and build these
institutions on a permanent, sustainable basis.

transition and developing countries. Before outlining the sub-
scription procedures, as I understand them, let me first present
(1) the newsletter profile, as provided by the World Bank, and
(2) a listing of articles in the June 1997 issue (40 pages).

Profile of Transition
-----------------------------------------------------------------
Transition is a bi-monthly newsletter that provides the latest
information and analysis of trends and events in reforming econo-
mies. The transition form planned to market economies affects one
third of the global population. In Transition, you will find
articles from leading experts in the field and renowned econo-
mists from the World Bank and other organizations. They address
key topics - privatization, trade liberalization, development of
social safety nets, bank restructuring, and much more. Regular
features include milestones in transition, World Bank and Inter-
national Monetary Fund project information, a conference calen-
dar, new books and journals, letters to the editor, and a bibli-
ography of selected articles.
Transition is published six times per year (February, April,
June, August, October, and December. Subscription is $30 for one
year and $45 for two years.

TURKISTAN-N (TN) is an electronic newsletter whose purpose is to report
on the "Land of the Turks". By the use of the word "Turkistan" we mean,
in general, lands where Turkic peoples live, without any geographical
restriction and without specific reference to Central Asia or political
boundaries. TN reports on all the the Turkic peoples from Kyrgyz, Kazaks,
and Uzbek to Anatolian and Thracian Turks, but also about much less known
Turkish/Turkic peoples like the Gagauz, Tuvinians, or Yakuts. TN was
established on 9 May 1997 as an initiative of S.O.T.A. Book reviews,
commentaries, articles, and letters from the readers can also be published
in TN. At this moment, TN has more than 950 subscribers.
