KYRGYZ NEWS - 8 JULY 1997

1. Kyrgyz delegation, led by President Askar Akayev, will depart to the U.S.
tomorrow, on 9 July. They will arrive in New York tomorrow afternoon.
Delegation includes State secretary Ishenbay Abdurazakov, newly appointed
Foreign minister Muratbek Imanaliyev, finance minister Taalaibek Koichumanov,
chairman of the National Bank Marat Sultanov, rectors of several Kyrgyz
universities, other officials. Our correspondent, Ainur Dyikanalieva, is in
the journalist group, accompanying the delegation.

Akayev will meet with Kofi Annan, U.N. Secretary General; George Soros,
billioner and philanthropist, in New York on 10 July. Also, there will be
meetings with American businessmen in New York.

On 11 July, Akayev will arrive in Washington. He will visit Carnegie
Endowment, Maryland University and will meet with Michael Camdessus, IMF
executive director, on 11 July. He will meet wit Eileen Malloy, former U.S.
ambassador to Kyrgyzstan, on 12 July. On 14 July, Akayev will meet with State
secretary Madeline Albright, other top American officials, with James
Wolfensohn, Worl Bank president; with James Harmon, ExImbank president.

On the last day of his visit, 15 July, Akayev will meet with President Bill
Clinton, vice president Al Gore and members of the U.S. Congress.

2. Trial against 11 members of the Yntymak movement and Tursunbek Akunov,
Chairman of the Human Rights movement of Kyrgyzstan, began in the Pervomai
district court in Bishkek this afternoon, judge of the court, Jamal Jusupova,
told our correspondent. They are accused of violating of the public order in
Bishkek on 7 June.

About 400 members of the Yntymak movement picketted the building of the city
Procurator office yesterday and there were fightings, when police began to
desperse it. Nurlan Alymkulov, chairman of the Movement, was detained on 5
July, and picketters demanded to release him. Alymkulov appealed to the
demonstrators, asking them to calm down, and demonstration ended. But police
detained several participants of the demonstration, among them was Tursunbek
Akunov. Popular singer, Sagynbek Mombekov, escaped detention. A woman was
hospitalized in Bishkek yesterday.

3. Government press service announced in Bishkek today that Prime minister
Apas Joumagulov will visit Jalal-Abad and Osh regions, in the South, on 9-10
July. He will visit Suzak and Nooken districts and town of Kok-Jangak in
Jalal-Abad region, then he will visit Leilek and Batken districts of the Osh
region. Some districts in the South suffered from flood and mudclides in
May-June and 3 children drowned.

4. Newly appointed Foreign minister, Muratbek Imanaliyev, held a first press
conference in Bishkek today. He said that Kyrgyz foreign policy would not be
changed. He named Russia and China as priority countries. Also, according to
Imanaliyev, relations between Malaysia and Canada have been strengthened
recently. Imanaliev mentioned that the Ministry will spend 3-4 months for
improving activity of the Kyrgyz embassies abroad.

5. Kyrgyz delegation, led by deputy chairman of the National Bank, Emil
Abdumanapov, left Bishkek for Manila on 8 July, government press service
announced. They will meet with officials from the Asian Bank for
Reconstruction and Developments and discusss further cooperation.

6. Esen Topoyev, deputy Defense minister, left Bishkek for Moscow on 8 July,
Ministry's official told our correspondent in Bishkek today. Topoyev will take
part in the meeting of the heads of the military staffs of the CIS-countries,
to be held in Moscow on 9 July.

7. Foreign ministry announced in Bishkek today that Sadayuki Hayasi, deputy
foreign minister of Japan, will visit Kyrgyzstan on 11-14 July. He will meet
with PM Apas Joumagulov and deputy Foreign minister, Talant Kushchubekov.

8. Spokeswoman for the Ministry of education, science and culture, Nurbubu
Ashymbayeva, told our correspondent in Bishkek on 8 July that 10 Kyrgyz
students will go to Egypt this year to study in the Ali-Askar theological
universuity. According to Ashimbayeva, 93 Kyrgyz students are studying the
theology in Egyptian universities already.

KYRGYZ NEWS - 9 JULY 1997

1. Kyrgyz delegation, led by President Askar Akayev, travels to the U.S.
today. Delegation includes ministers Muratbek Imanaliyev (foreign affairs),
Taalaibek Koichumanov (finance), Joumakadyr Akineev (agriculture), chairman of
the National Bank Marat Sultanov, president of the State gold company Dastan
Sarygulov, governor of the Talas region Tashkul Kereksizov and several
businessmen. 9 journalists accompanying the delegation.

Visit will last till 15 July. President Akayev will meet with the U.N.
Secretary General Kofi Annan, U.S. president Bill Clinton, vice president Al
Gore, State secretary Madeline Albright, President of the Worls Bank James
Wolfensohn, IMF executive secretary Michael Camdessus, will visit U.S.
Congress, Maryland University, Carnegie Endowment.

2. Pervomai district court of Bishkek-city sentenced Tursunbek Akunov,
chairman of the Human Rights Movement of Kyrgyzstan to 15 days of
imprisonment. He was accused of violating public order, taking part in the
unsanctioned demonstration in Bishkek on 7 July. Judge Jamal Jusupova, who
chaired the session of the court, rejected to give any comments to our
correspondent in Bishkek today. Akunov stated on 9 July he would appeal to the
Supreme court.

Akunov was detained in Bishkek on 7 July afternoon, when the demonstration had
been ended. He was detained in Bishkek last February too, also accused of
organizing unsanctioned demonstration, and sentenced to 1-day imprisonment. He
appealed to the Supreme court later and was acquitted.

3. The same Pervomai district court considered the cases of other 11 people (4
of them women), detaiened during the demonstration in Bishkek on 7 July. 10 of
them were released on 8 July with warnings. Judge Anarbek Ishaliyev told our
correspondent in Bishkek on 9 July that trial against a woman,
Mrs.Jylkychiyeva, was suspended, because she had no identification card.
According to Ishaliyev, none of these people were organizer of the
demonstration.

About 400 people picketted the building of the city Procurator office in
Bishkek on 7 July, demanding to release chairman of the Yntymak movement,
Nurlan Alymkulov. Alymkulov and 3 other activists of the movement were
detained on 5 July. They were released on 7 July, in the evening. However,
head of the Pervomai district police, Torobek Azizov, told our correspondent
in Bishkek today that the legal actions had been opened against Alymkulov and
one other activist and they would be tried. They are accused of beginning to
build their private houses in Bishkek outskirts by their own without
permission.

Yntymak movement unites young people, gathered in the capital from
countryside, majority of them homeless. They are living at their relatives' or
friends' and have temporary jobs only. There is little opportunity to find job
in the countryside.

4. Expert of the International department of the president administration,
Joumakadyr Atabekov, told our correspondent in Bishkek today, that nobody from
Kyrgyzstan takes part in the meeting of the Euro-Atlantic Partnership Council
in Madrid on 9 July, because President Akayev has gone to the U.S. and Prime
minister Apas Joumagulov had been busy. Kyrgyzstan had been invited to the
meeting in Madrid, because it takes part in the NATO Partnership for Peace
program.

PM Joumagulov visits Jalal-Abad region of the country today.

5. Foreign ministry announced in Bishkek today that a meeting of the
Inter-State Council of Kazakhstan, Kyrgyzstan and Uzbekistan would be held in
Kyrgyz resort town of Cholpon-Ata on 24-26 July. Kazakh president Nursultan
Nazarbayev, Uzbek President Islam Karimov and Kyrgyz president Askar Akayev
expected to take part in it. According to the Ministry, agenda of the meeting
is not set yet.

6. Chairman of the State property Fund, Askar Sarygulov, held a press
conference in Bishkek on 8 July. He said that last privatization coupons had
been sold by auction in Kyrgyzstan recently, when the shares of the 9 most
profitable state enterprises were sold. Among them were Kyrgyztelecom and
State energetics company (Kyrgyzenergoholding). Total sum of the sold shares
were 10,000 million som (about $600 million). Now, auction sales will be held
for money only. However, Sarygulov added that these auctions would be held
after the special state commission would end its investigation. Last month,
President Akayev asked the Procurator General, Asanbek Sharshenaliyev, to form
a special commission to revise the privatisation process.

According to Askar Sarygulov, 65% of the state property have been privatized
in Kyrgyzstan.

KYRGYZ NEWS - 10 JULY 1997

1. President Askar Akayev met with George Soros, American billioner and
philanthropist, in New York this morning. Also, Akayev is expected to meet
with Kofi Annan, U.N. Secretary General, in New York today.

2. Official from the Human Rights Movement of Kyrgyzstan told our
correspondent in Bishkek today that Tursunbek Akunov's lawyer appealed to the
Supreme Court on 10 July. Akunov, chairman of the Movement, was sentenced to
15-day of imprisonment by district court of Bishkek on 9 July. He was accused
of taking part in the unsanctioned demonstration in Bishkek on 7 July.

3. Deputy procurator of the Lenin district of the Bishkek city, Zamirbek
Kaliyev, told our correspondent in Bishkek today that Nurlan Alymkulov,
chairman of the Yntymak movement, had admitted that he had violated
administrative rules and agreed to pull the foundation of his house down.
Alymkulov was accused of beginning to construct his house on the Jamgyrchinov
street without permission and was arrested on 5 July. He was released on 7
July, after about 400 members of the Yntymak picketted city procurator office.
After the meeting, Akunov was detained.

Also, headquarter of the Movement will be moved from the Kyzyl-Asker district
of Bishkek to Archa-Beshik outskirt.

4. Spokeswoman for the Ministry of education, science and culture, Nurbubu
Ashimbekova, told our correspondent today that Kyrgyz delegation, led by
deputy minister, Ulan Birimkulov, had returned from Turkey. According to the
agreement, signed between Kyrgyzstan and Turkey, two countries recognize
degree sertificates issued by their universities and institutes.

Also, dean of the Arabayev teacher training university, Altai Borubayev, had
returned from Germany. Agreement on cooperation between Arabayev and Munich
universities was signed. Also, Munich university gave 30,000-DM techical help
to Arabayev university.

5. A special seminar, sponsored by the International Federation on family
planning, begins in Bishkek today.

AGAPOV PROTESTS DECISION TO ABOLISH INGUSHETIA'S FREE ECONOMIC ZONE.
Former Ingushetian Vice President Boris Agapov, who in June was appointed
deputy secretary of the Russian Security Council, told ITAR-TASS on 7 July
that the Russian government's recent abolition of Ingushetia's status as a
free economic zone is "incomprehensible." He argued that the republic's
economy was only just beginning to gather momentum and that the favored
economic status granted in 1994 had provided for the construction of an
airport, a flour mill, and gas and water mains. Agapov warned that both the
economic and the social
situations in Ingushetia are likely to deteriorate as a result of the
Russian government's decision, the official reason for which was the loss
of federal and regional budget revenues. Of Ingushetia's 350,000
population, more than 70,000 are refugees whose livelihood is now in

Award to Turkish cooks in Malta.
Turkey placed third at the International Cooks' Contest in Malta. According
to a written statement issued by the Tourism Ministry, the "Kitchen
Professionals' Association" participated in the "International Cooks'
Contest" in Malta which was hold under the auspices of the contribution of
the Ministry. A total 252 cooks from Turkey, Malta, Britain, Greek Cyprus,
Germany, Italy, the People's Republic of China and Srilanka competed in 18
branches of cookery. Britain placed first, Malta second and Turkey third,
with two gold, eleven silver, five bronze medals in addition to 14
certificates. trh

AZERBAIJANI PRESIDENT AT MADRID NATO SUMMIT.
Addressing the inaugural session of the Euro-Atlantic Partnership Council
in Madrid on 9 July, Heidar Aliev argued that NATO and the council "should
not be indifferent observers to the conflicts in the Caucasus," which he
termed a "serious threat to common European security", RFE/RL reported.
Aliev again accused Armenia of adopting "a non-constructive" position
toward the ongoing efforts by the Organization for Security and Cooperation
in Europe's Minsk Group to mediate a settlement of the conflict. He also
repeated the erroneous, exaggerated claim that 1 million Azerbaijanis have
been driven from their homes and that Armenian forces have occupied 20
percent of Azerbaijan's total territory. (More accurate estimates are

Bakircik Gold Mine under pressure.
It is reported in Financial Times that the shares of the Bakircik Gold mine
operation in Kazakstan lost almost half of it's value upon announcement of
refinancing package. Bakircik is one of the world's biggest gold mines and
currently under Western management. Closing share value stood at around
80 cents. Refinancing package may result in loss of control by the London
listed Bakircik Gold.

Belgian company got Kazak gas pipeline concession.
Tractebel of Belgium has won a 15 year concession to manage natural gas
pipeline network in Kazakstan, reports Financial Times correspondant. News
came as a surprise as it was widely believed that the Argentinian
company BRIDAS was negotiating exclusively with the Kazak Government. It is
thought the reason for Bridas's exclusion centred on a dispute between the
company and the Turkmen Government. Turkmenistan relies
on Kazak pipeline system to export her natural gas. If Bridas had won the
Kazak concession she would have been well placed to block Turkmen gas
exports at will.
Terms of the concession requires USD 600m investment in the pipeline
system, plus USD 30m bonus payment to Kazak Government plus 2 pc royalty
on overall gas volume and 40pc of the net profits. Concession also
covers additional pipeline capacity to bypass Kyrgyzstan, at an additional
cost of USD 100m.
However, a concession to operate the Kazak high voltage electricity power
distribution network, signed last April between Asea Brown Boveri, East
German Veag and the Kazak Government was abruptly cancelled.

English Airplane in Tashkent.
The first flight to Tashkent by the RJ-85 took place recently. The white
and blue plane was piloted by an Uzbekistan Hava Yullari crew. Now this
fast plane, the last word in aviation technology, will work on internal
passenger flights. The agreement on rebuilding the parking area for planes
of the national airlines of this class was reached in a meeting of
President Karimov with the leadership of the Aero International Company, of
which British Aerospace is a member. This new airplane differs from others
in reliability and comfort. On July 10 the airplane will begin regular
flights to Urgench. Next year the plane will operate on Samarkand and
Bukhara routes. (UzA)

GROUP OF DRUG DEALERS CONVICTED IN UZBEKISTAN.
TASHKENT, July 3 (Interfax) - The members of a criminal grouping, caught
red-handed while trying to sell about 6 kilograms of opium, have
been sentenced to 15 to 18 years in prison, spokesman for Uzbekistan's
National Security Service Natalya Kochubei informed Interfax Thursday.
In five and a half years, she said, the National Security Service has
handled cases involving a total of 23 tonnes of drugs. She announced
that the Uzbek special service has developed a reliable procedure of
eliminating drugs. Drugs are burnt with the participation of regional
representatives of the U.N. Drug Control Program. About 17 tonnes of
drugs have been eliminated over the five years, she said.

Grozny Mayor Lecha Dudaev and Kyiv Mayor Aleksandr Omelchenko signed a
co-operation agreement between the two cities and called for stronger
mutual ties. Dudaev also met with Ukrainian businessmen to discuss economic
and trade co-operation. He announced that those businessmen who now provide
aid for Chechnya will later be granted benefits in oil extraction projects

JAPANESE DELEGATION VISITS KAZAKSTAN.
A Japanese delegation led by Keizo Obuchi, the head of the Economic
Cooperation Committee of Japan's ruling Liberal-Democratic Party, pledged
on 4 July to assist Kazakstan in its efforts to join the Asian-Pacific
Cooperation Organization. Obuchi said Tokyo wants to participate in
pipeline projects that will bring oil and gas from Kazakstan to China. He
told journalists there are no obstacles to developing relations between
Japan and Kazakstan and that Japan plans to increase investment in
Kazakstan. Japan's Eximbank will finance 15 projects in Kazakstan and has
increased the funds to finance those ventures to $6 billion, he added.
Meanwhile, the IMF has announced that, based on Kazakstan's progress toward
reforms in 1996, it will allocate some $1.35 billion instead of $200

Kav turns to Turkish Republics.
Kav Orman Sanayi announced that it is talks with Swedish Match AB to
cooperate on matches, lighter and tobacco products in Turkey and Turkish
Republics. If they agree on cooperation a joint company will be found in

Kazak Migration.
Last year 150,000 Kazaks repatriated to Kazakstan, 85,000 of which returned
from CIS countries. Migration peaked in 1994 when 474,000 people moved out
of Kazakstan and 69,000 people moved to Kazakstan. Mass Media Survey

Kazakstans Gold Mines.
Kazakstan ranks ninth in the world in gold deposits and sixteenth in gold
production. The country has 195 gold deposits, of which 146 are gold
producing and 49 polymetal and copper bearing gold deposits. But although
there is much gold in Kazakstan, there are problems to organize a higher
production. Mass Media Survey

Kazakstans Salaries.
The average monthly income varies throughout Kazakstan. It ranges from
6.000 (Southern Province) to 10.000 Tenge (Mengistau Province). The monthly
income was 106 USD.

Natural Disasters in Tatarstan.
"Pravda" (June 25th, 1997) reports of recent serious natural disasters in
Tatarstan. Severe storms, rain and squalls caused considerable damage to
crops, livestock and farms in 12 of Tatarstan's agricultural regions.
According to preliminary data compiled by experts at the Ministry of
Emergency Situations, the total cost of the damage is estimated at more
than 100 billion roubles.

New loan package for the development of Azerbaijan's aging infrastructure.
The Islamic Development Bank announces a new loan package for the
development of the country's aging infrastructure. The $13 million loan is
to focus on the repair and modernization of a section of the country's road
and highway network. Total lending to Azerbaijan by the Islamic
Development Bank has reached $30 million since 1992. June 97

New motorway in Central Asia.
During a meeting of the Presidents of Kazakstan and Kyrgyzstan earlier this
year, the parties discussed a number of interesting plans. They exchanged
opinions on the construction of a 80 km motorway linking Almaty and
Cholpon-Ata at Lake Issyk-Kul.
Recently a bilateral agreement was signed. So the designing of the motorway
is to begin this year and construction next year. Trade between the two
countries increased 50% last year. And more increases are expected when
such new transport links are established.

Owners of Private Enterprises Increase in Kazakstan.
In the first quarter of the current year, the number of registered private
enterprise owners totaled 4,400. Half of these owners are from the Zhambyl
and Pavlodar Provinces. Mass Media Survey

Population Census in Kazakstan.
A population census will be held in Kazakstan at places of permanent
residence from January 14 through January 21, 1999. This February an
experimental census took place in Saryagash.

Price Waterhouse will serve as a financial consultant to the Tatarstan
Economics Ministry. For two years, the firm has audited the republic's
largest company, Tatneft. (Mayak, 3 July)

The controversial Paris-based Saudi businessman Adnan Khashoggi announced
plans to open a Caucasus Investment Bank with no more than $100 million
capital to finance oil, transport, and communication projects in
Chechnya, Georgia, Azerbaijan, and the southern regions of Russia.
Khashoggi claims to have "Russia's blessing" in the venture. Half of the
money will come from Saudi investors, including $10 million from Khashoggi
himself, and the other half primarily from Caucasus investors. (Kommersant

The government has approved a license for Almazy Rossii-Sakha (ARS) to
export an unpublicized amount of diamonds this year. The company has not
been able to export its diamonds since the beginning of the year, a major
blow to the Republic of Sakha's budget. (Segodnya, 3 July) Sakha President
Mikhail Nikolaev claims that ARS will sign its long delayed agreement with
South Africa's De Beers to sell $550 million worth of uncut diamonds in the
second half of July. (Ekho Moskvy, 7 July)

Turkey's tourism success.
Since the 1980s, when a tourism drive was first initiated, Turkey has made
great achievements on its way towards becoming a world tourism center.
Tourism revenues have increased by 1,500 percent over the 14-year period
since 1983. According to statistics provided by the Ministry of Tourism,
tourism revenues increased from $411 million in 1983 to $6 billion in 1996.
The number of tourists visiting Turkey has also increased from 1.2 million
in 1983 to more than 8.6 million in 1996.
The Turkish share in the world tourism sector also increased in line with
these positive developments. According Tourism Ministry and World Tourism
Organization statistics, in 1981 Turkey had a share of 0.5 percent in the
world tourism market with respect to the number of foreign tourists. In
1988, the figure grew to 0.9 percent, in 1990 to 1.1 percent, and in 1993
to 1.2 percent.
Turkish Tourism Ministry officials note that Turkish tourism is improving
rapidly and that Turkey has been ranked 19th in the list of world tourism
countries. Over the next few years, Turkey's position is expected to
improve further.
In 1997, more than 10 million tourists are expected to visit Turkey, and
tourism revenues are expected to surge to $8 billion. trh

TURKISH MINORITY PARTY WANTS BULGARIAN CONSTITUTION AMENDED.
Yunal Lyutvi, a leader of Bulgaria's ethnic Turkish Movement for Rights and
Freedoms, says the constitution should be amended to recognize the presence
of a Turkish minority in the country. He told a press conference in Sofia
on 9 July that the present basic law is "inadequate for the changes and
challenges faced by Bulgaria," Reuters reported. Also on 9 July, Foreign
Ministry spokesman Radko Vlaikov told reporters in Sofia that the
invitations issued the previous day to the Czech Republic, Hungary, and
Poland to join NATO signifies that the alliance's doors are now wide open.
He expressed confidence that the country will be invited to join NATO in
the future if the reforms continue at the pace of recent months. RFE/RL

Turkmen Foreign Trade exceeds 3 bln USD.
Turkmenistans official foreign trade figures exceeded 3 bln USD last year.
Turkmenistan exported goods worth 1,692 bln USD and imported goods for
1,313 bln USD. According to the Statistics Committee natural gas had the
biggest share in the exports with 1,21 bln USD. Exports to the CIS totalled
1,14 bln USD. Turkeys share in Turkmen Foreign trade reached 6 percent with
Turkmenistan exporting 79,3 mln USD and importing 120,3 mln USD. /DUNYA/

UKRAINE CANCELS PLAN FOR LAND EXERCISES WITH NATO.
The Defense Ministry announced on 7 July that Ukraine has decided not to
hold land exercises with NATO on the Crimean peninsula in August. A
ministry spokesman told journalists that the military decided to move the
exercises elsewhere because Crimea lacks the necessary infrastructure. A
spokesman for the U.S. Sixth Fleet confirmed that the U.S. has agreed to
the change. He said he was unaware of the reason for the switch.
Pro-Russian groups in Crimea have recently been protesting against the plan
to hold land exercises there. The U.S. Sixth Fleet and other NATO navies
will still carry out sea maneuvers off the Crimean coast in an operation

YELTSIN CALLS FOR AND TRILATERAL COMMISSION TO INVESTIGATE ARMS SUPPLIES.
Yeltsin proposed to Aliev that a commission of Russian, Azerbaijani, and
Armenian deputy prime ministers be set up to investigate the allegations of
illegal Russian arms supplies to Armenia, Turan and Interfax reported.
Aliev denied that Azerbaijan had received any weaponry from Russia. Russian
Defense Minister Igor Sergeev said after his talks with Aliev on 4 July
that Russia will not send any more arms to either Azerbaijan or Armenia
until the Karabakh conflict is resolved. RFE/RL Newsline, 7 July 1997

President Boris Yeltsin invited President of Chuvashiya Nikolai Fedorov to
join the federal government as a deputy prime minister. Fedorov, however,
announced that he intends to serve as president until his term ends in the
beginning of 1998. Fedorov was the federal Justice Minister from 1990 to

Sheep-Breeding not profitable
In recent years, sheep-breeding has become increasingly unprofitable
throughout Kazakstan. The number of sheep in Kazakstan has declined
considerably, the result being fewer wool, sheep-skin and mutton products.
The lack of wool has especially created a crisis for those industries that
rely on wool as a raw material. Plus, a steep decline in demand for woolen
goods is attributed to their excessively high price. These factors have led
to a deficit of warm and hygenic clothes for the general population.
Just to remember TN Volume 18, 2 July 1997 (The number of sheep in
Kazakstan dropped sharply from 36 mln in 1991 to 13.9 mln in 1997. About
six mln belong to the state.)

Kyrgyzstan since 1994.

TURKISTAN-N (TN) is an electronic newsletter whose purpose is to report
on the "Land of the Turks". By the use of the word "Turkistan" we mean,
in general, lands where Turkic peoples live, without any geographical
restriction and without specific reference to Central Asia or political
boundaries. TN reports on all the the Turkic peoples from Kyrgyz, Kazaks,
and Uzbek to Anatolian and Thracian Turks, but also about much less known
Turkish/Turkic peoples like the Gagauz, Tuvinians, or Yakuts. TN was
established on 9 May 1997 as an initiative of S.O.T.A. Book reviews,
commentaries, articles, and letters from the readers can also be published
in TN. At this moment, TN has more than 950 subscribers.
