KYRGYZ NEWS - 6 JUNE 1997-- Naryn Aiyp

1.1) Foreign ministry announced today that the meeting of Kyrgyz, Uzbek
and Kazakh presidents, set to be held in Kyrgyz resort town of Cholpon-Ata
on 13-14 June, is postponed for July. According to the ministry, it is
done on the request of the Kazakh president, Nursultan Nazarbayev.

Also, meeting of the foreign ministers of three countries, set for 12 June, is
cancelled.

1.2) The 15-member delegation, (formed by the people picketing the
government building in Bishkek yesterday) was received by Prime minister,
Apas Joumagulov, late on 5 June. Delegation was led by Tursunbek Akunov,
chairman of the Human Rights Movement of Kyrgyzstan, and Nurlan Alymkulov,
chairman of the not-registered Yntymak movement, united homeless young
people in Bishkek.

According to Akunov, the Prime Minister refused to discuss political
issues and suggested an appeal to the President, Askar Akayev, who
will be back from South Korea later today. Joumagulov promised his help to
homeless people who want to build their houses in Bishkek on their own.
Abduraim Kulbayev, deputy mayor of Bishkek, is appointed as executive for
the issue.

The group had prepared a petition with 4 demands, when Prime minister agreed
to receive their representatives yesterday:
-- to release all arrested journalists,
-- to investigate the case, when the hunger strikers were
beaten by police on the central square on 3 June,
-- resignation of the mayor of Bishkek and city administration,
-- to resolve the problems of homeless youth in the city.

Akunov said by phone today they decided to stop the protest fast last
night, because it was announced that the municipal court will consider the
two cases on arrested journalists next Tuesday (on 10 June). But,
according to Akunov, there will be a big demonstration in Bishkek on 10
June and they will picket the building of the municipal court during the
session.

Four journalists with the opposition ResPublica weekly were convicted by the
district court on 23 May; two of them were arrested. Another journalist
from the same weekly has been in detention since 24 March. All of them
were accused of libeling and insulting directors of the state enterprises.
>From 3 to 8 people took part in the protest fast, which lasted from 2 to 5
June in the central square, outside the government building. They were
beaten by police early in the morning of 3 June. One of the protestors was
hospitalized.

1.3) General Joseph Rohleston, deputy chairman of the joined military
staffs of the U.S., arrived to Bishkek today. He met with General Esen
Topoyev, head of the military staff, and discussed the Kyrgyzstan's
cooperation with NATO Partnership for Peace program. Also, an exercise of
the Central Asian peacekeeping batallion (formed by Kazakhstan, Kyrgyzstan
and Uzbekistan) in September, 1997, was discussed, official from the
Defense ministry, Oleg Chechel, told our correspondent. After Kyrgyzstan,
U.S. General will visit Turkmenistan, Kazakhstan and Uzbekistan.

1.4) Iranian embassy in Bishkek announced today that Iranian foreign
minister, Ali Akbar Velayati, will visit Bishkek on 10 June. Official from
the embassy told our correspondent today, details of the visit could be
available only on Monday, 9 June. Velayati will visit other Central Asian
states, too.

1.5) Yordan Trenchev, Bulgarian ambassador to Kazakhstan and Kyrgyzstan,
held a press conference in Bishkek today. He said that his country
was displeased with the level of the cooperation between Bulgaria and
Kyrgyzstan. Agreement on cooperation between two countries was signed,
when President Akayev visited Bulgaria on 13 October 1994.

1.6) Max Van der Stoel, OSCE High commissioner on minorities, arrived in
Bishkek today and met with Ishenbai Abdurazakov, state secretary, and Mira
Jangaracheva, vice prime minister. Tomorrow, on 7 June, he will take part in
the Conference on ethnic problems, to be held in the city of Osh. Conference
is organized by Assembly of people of Kyrgyzstan.

1.7) British diplomatic representation in Bishkek will open a centre
called 'Know How' in Bishkek on 11 June. The center will support small
businesses in Kyrgyzstan. British ambassador to Kazakhstan and Kyrgyzstan,
Douglas McAdams, will take part in the opening ceremony. Also, a weeklong
showing of British films will be held in Bishkek on 9-15 June. The
actions are devoted to the British Queen's birthday.

1.8) Speaker of the People's Assembly of Kyrgyz Parliament, Almambet
Matubraimov, left Bishkek for Saint Petersburg, Russia, today. He will take
part in the session of the Inter-Parliamentarian Assembly of the CIS on 7
June.

1.9) Justice ministry announced in Bishkek today that the Ministry would
begin to revise the activity of the political and public organizations of
the country, registered by the Ministry. Asaba National Revival Party will
report to the Ministry first, next week.

XINJIANG AND CENTRAL ASIA

China's crackdown on Uyghur activism in Xinjiang is likely to cast a
larger shadow on the countries of Central Asia than will the Afghan
fighting that has attracted so much attention both in that region and
beyond. And that is so despite the statements and reporting attending the
arrival in Central Asia of Sadako Ogata, the United Nations High
Commissioner for Refugees. According to her aides, Ogata is there in
anticipation of a flood of refugees from Afghanistan into Central Asia
as the result of the Taliban advance into the northern part of that country.

Over the past year, the Muslim Uyghurs have protested in various ways
against Beijing's dispatch of ever more Han Chinese to the region, an
influx that has reduced the Uyghur share of the region's population to
only 47 percent. Beijing reported the latest executions not in the
domestic Chinese press but only in news services directed at foreign
audiences, the English-language China Daily and the Xinhua news service.

By not distributing the news at home, the Beijing authorities appear to
be hoping both to continue to present their own society as one without
significant problems and also to contain the nationalism of the Han
Chinese. The second of these may becoming a serious problem: Han Chinese
officials in Xinjiang already sound more like Chinese nationalists than
communist party stalwarts. And their attitudes may only exacerbate the
feelings of Uyghurs and the Han Chinese there.

And by distributing the news about the executions abroad, the Beijing
authorities appear to be hoping to send a powerful signal to China's
Central Asian neighbors that China will not tolerate any interference
in what it defines as its own internal affairs. The governments of
Kazakstan, Kyrgyzstan and Tajikistan have deferred to China on this
point already.

While most of the Central Asian regimes are far from perfect
democracies, their leaders may decide to defer to the anger of their
own populations lest that anger power political movements against
themselves. And to the extent that were to happen, it could trigger a
fundamental shift in the geopolitics of inner Asia, a shift that might
give the Uyghur national movement a greater chance than it has had at a
ny time since the Chinese communists seized power.

And that in turn would affect both the domestic development and foreign
policy outlook of the Central Asian countries far more than would any
likely refugee flow into the region from Afghanistan.

OSCE Parliamentary Seminar in Tashkent

Plans for the OSCE Parliamentary seminar on Regional Security and
Political, Economic, Social and Humanitarian Issues in Central Asia and the
Caucasus were presented in April to the Parliamentary Assembly's Expanded
Bureau Meeting in Copenhagen.

The Seminar will be held on 24-25 September 1997 in Tashkent and will be
cohosted by the OSCE Parliamentary Assembly and the Parliament of
Uzbekistan. Seminar themes will focus on issues related to the transition to
democracy, the development of market economies and security in the region.
Members of the Parliamentary Assembly's Standing Committee, representing all
OSCE-participating States, will be invited to attend the seminar, along with
six members from each of the Parliaments of Central Asia and the Caucasus.

4.1) ANKARA SAYS DIFFICULTIES WITH IRAN CONTINUE
Foreign Ministry spokesman Sermet Atacanli said on Wednesday at the
weekly press conference that friction with Iran regarding the Turkish
Armed Forces' ongoing operation in northern Iraq was continuing.

Ankara told Tehran that Kurdistan Workers' Party (PKK) members were
escaping to Iran and asked that they take the necessary measures./All

4.2) SYRIAN MISSILE TRAINING FOR PKK
Reports suggest that the PKK terror organization is being given
missile training by the Syrians. The suggestion is fuelled by growing
debate over whether or not Turkish helicopters have been downed by
Russian made SA-7/Strela OK heat seeking missiles during current cross
border anti-PKK military action.

Syrian officers are known to cooperate with the PKK from time to time
and the theory that they could be involved in hi-tech weapons training
is gaining more weight. /Cumhuriyet/

4.3) GREEKS SALUTE THE PKK
Even while Turkey is extending the hand of friendship to Greece, Greek
officials persist in supporting the PKK terror organization. At least
fifty Greek members of parliament attended a cocktail two evenings ago
given by the PKK, and during the evening raised their glasses in
salute to the PKK. The incident has since been described as a "big
mistake" by other Greek officials. /Sabah/

crossborder raids had been carried out by the rebels from iran
after turkey launched its massive offensive against the p-k-k in
northern iraq three weeks ago. amberin zaman reports from
ankara.

text: speaking at a news conference, a military spokesman,
general erol ozkasnak, accused iran, syria, armenia, greece and
cyprus of providing the p-k-k with sophisticated weapons,
including russian made s-a-7 heat seeking missiles.

he said these missiles shot down two u-s made super cobra attack
helicopters belonging to the turkish air force on recent flights
over northern iraq.

gen. ozkasnak said turkey has proof that p-k-k fighters wounded
during turkey's ongoing operation in northern iraq were being
treated in two separate hospitals in the iranian town of megadi.
he said ankara had raised the issue of iranian support to the
p-k-k with various western governments and international
organizations.

gen. ozkasnak described the turkish operation as highly
successful. he said two-thousand-250 (2,250) p-k-k rebels had
been killed and 287 wounded during the three-week-old incursion.
he added that 95 turkish troops, including 13 officers, had died.
this marks the first time that the turkish military has
officially disclosed the number of turkish casualties since the

electronic information network -- the internet. v-o-a's ali
jalali in tashkent reports that the move has far-reaching
implications.

text: a brightly colored map on the internet, shows the
countries around the world in different shades and colors
representing their level of access to the network. this week
(june 2) , uzbekistan's color on the screen changed from green to
blue, indicating that the country, which had only electronic mail
access (e-mail), is now a full user.

access to internet for the central asian states has been a slow
and challenging process. poor telecommunication infrastructure,
inadequate funds and, in some cases, lack of political support
for the free flow of information have been the main obstacles.

although most of the central asian countries are hooked up to the
network's electronic mail (e-mail) system, their access to the
information base of the web has been minimal.

uzbekistan established a limited internet connection in 1994.
but the link was limited to e-mail service and some very slow
internet access. it was during the last eight months that an
upgraded network with full and free access to internet was set
up, thanks to u.s. government funding and technical assistance.

the prestigious uzbek university of world economy and diplomacy
is one of the main beneficiaries of the upgraded service. the
rector of the university, saidmukhtar saidkasyhmov, says that
internet access for his institution means the ability to tap into
the worldwide information reserves.

he says, it is a major information breakthrough for uzbekistan
which will enormously help scholars, researchers, educators,
students and other knowledge seekers reach out for information
stored in every corner of the world.

the project connects a number of uzbekistan government and
non-government institutions and a group of individual users in
uzbek-american alumni society into a wide network served by the
united states information service (u-s-i-s) in tashkent. the
users are connected to the system through radio links without
depending on outdated telephone lines. they have round-the-clock
access to the internet at high speed and can freely surf the net
with no cost to them.

the head of the u-s-i-s office in tashkent, anthony sariti, says
the project is the most advanced and up-to-date internet
connection in central asia and will affect every aspect of life
in uzbekistan.

the mid-range and longer-range impact of this access to
information will overcome the seventy years, eighty
years, of information deficit that they (uzbekistanis)
have had, and (will) enable them really to develop
economic and democratic structures in this country that
we believe will lead to stability and a stronger
economic base for the citiizenry.

mr sariti says, the system is not for commercial use and the
service is offered free of charge to subscribers. however, he
says, a commercial partner of the network will be able to use the
satellite connection of the system and offer for the first time
the same service -- for a fee -- to individual users in

6.1) BUSINESS
Turkish Saka-Korkmaz company is going to build a yarn fabric for 20 mln USD
in the Uzbek city Gulistan. Saka-Korkmaz was the first Turkish company to
invest in Azerbaycan. 3.6.97 DUNYA

Turkish Demirbank opened up a bank in Kyrgyzstan. Demir-Kyrgyz International
Bank started on May 28 with an initial capital of 50 mln Kyrgyz Som in
Bishkek. Preparations took six months. With a Central Bank license the new
bank is allowed banking, currency and cash activities. The opening ceremony
was attended by a great number of guest from Turkey.

The Enka-Burc Group-Siemens-Plessey Consortium that won the mondernization
of Baku Airport last December will start construction work this June. Works
were delayed due to open financing questions. The project has a valur of 80
mln USD and will be finished in 18 months. Turkish Burc Group in also
engaged in an Almaty Airport Project worth $25 million planned to be finished
this year.

Turkish Ceylan Holding is about to open a bank in Turkmenistan. The licence
for Turkmen Kapital Bank was granted during the vist of president S.
Demirel. Ceylan Holding started early with the search for an appropiate
place in Ashgabat. After the reconstruction of the building the bank will
start banking activities with a capital of 1 mln USD within the next months.
The Holding also intends to operate a hotel in Ashgabat.

6.2) COMMUNICATION
Turkiye, haberlesmede anahtar ulke
Trans Asya-Avrupa Fiber Optik Projesi (TAE): Fiber optik kablo projeleri
arasinda en onemlisi olarak gosterilen TAE, Turkiyeyi Asya ve Avrupa
arasindaki haberlesmede kopru ulke haline getirecek. Cinde Sanghaydan
baslayarak Kazakistan, Kirgizistan, Ozbekistan, Tacikistan, Turkmenistan,
Iran, Turkiye, Ukrayna ve Polonya uzerinden gecip Almanyanin Frankfurt
kentinde termine edilecek sistemin uzunlugu 24 bin kilometreyi bulacak. Bu
yilin son aylarinda hizmete girecek proje, ayni zamanda "haberlesmenin ipek
yolu" olarak adlandiriliyor.

Summary: An optical fiber communication network 24,000 km long which
will connect the countries and regions from Shanghai to Frankfurt
is being planned. The network will turn Turkey into a key hub.

yazar Cengiz Aytmatov, siir gunu toplantisini acis konusmasinda, "Hedefimiz,
ortak evimiz olan Turkistanda Turk dunyasinin bugunku siirindeki gelismeleri
gormek ve siirde ortak sorunumuz varsa, bunlara cozum aramaktir" dedi.

Shors Turkistan-N is a medium for this. Turkistan-N was established on 9
May 1997 as an inititiative of SOTA.
Beside news book reviews, commentaries, articles, and letters from the
readers can also be published in TN.
Turkistan-N has at this moment more than 650 subscribers.
