1.1) UN OFFICE in DIYARBAKIR
Paul an Hanswijck de Jonge, UN Permanent Coordinator in Turkey, noting
that they were planning to open a regional office in Diyarbakir, said
that the office would provide an opportunity for closer technical
cooperation with development organizations in the region. /Hurriyet/

1.2) BANKING EDUCATION FOR TURKISH-SPEAKING PEOPLE
A cooperation protocol, which envisages education in banking, has been
signed between Ziraat Bank and the Turkish Cooperation and Development
Agency (TIKA). The protocol, which aims to support the development of
the current banking system in Caucasia, Central Asian republics and
Balkan countries with a "Banking Education Programme", was signed by
Head of the Executive Board and Deputy General Director of Ziraat Bank
Salih Sevki Doruk and TIKA Chairman Ambassador Necati Utkan.

1.3) US LOBBYING FOR TURKEY
Officials in the Clinton administration are working hard in Europe in
preparation for the eastward expansion of NATO and the celebrations
for the 50th anniversary of the Truman Doctrine and the Marshal Plan.
In a speech on the integration of Europe, US President Bill Clinton
stressed the importance of Turkey, and US Secretary of State Madeleine
Albright urged Europe to open its doors to Turkey. /Milliyet/

1.4) FREE TRADE WITH ISRAEL GOING AHEAD
Turkey has started to implement free trade agreements with Israel
following pressure from Israel to make a move in accordance with deals
and terms already agreed upon between Turkey and Israel. Although the
Turkish government has yet to give full approval to the agreements as
they stand, Turkish customs officials are not charging tariffs on
goods coming in from Israel. The Israelis have not been charging
tariffs on Turkish goods since May 1. /All papers/

1.5) CAUCASIAN AND CENTRAL ASIAN BANKS & COOPERATION
The Central Bank of Turkey has started to look for cooperation
possibilities with the Central Asian and Caucasian countries' central
banks, the Anatolia news agency reported on Tuesday. Turkish
Cooperation and Development Agency (TIKA) director Necati Utkan met
Central Bank head Gazi Ercel to discuss the issue.

1.6) KARADAYI OFF TO PARIS
Chief of General Staff, General Ismail Hakki Karadayi, set off for
Paris today as the guest of his French counterpart. While in Paris,
Karadayi will discuss Turkey's full membership in the Western European
Union (WEU). It is understood however, that Karadayi will be asked
about Turkey's domestic developments. Other matters on the agenda
include Turkey-France relations and the purchase of French-made
helicopters. /Hurriyet/

1.7) TRADE WITH ARMENIA OPENING UP
Progress is reported in talks between Turkish and Armenian
businessmen. Chairman of the Trabzon Chambers of Trade and Industry,
Mazhar Afacan, said yesterday that Trabzon had a large role to play in
developing new trade ties with Armenia, now that the "door was being
opened". /Sabah/

1.8) ATHENS NEWS AGENCY ---03 JUNE 1997
Mitsotakis says Greek-Turkish relations on the right road:
Relations between Greece and Turkey are on the right road but there
is still a long way to go, former prime minister Constantine
Mitsotakis said today on his arrival in Turkey to receive a
Greek-Turkish friendship award.

Turkish-Cypriot Press: 4 June 1997 JOURNALISTS
Ozcan Ozcanhan, president of the Turkish Cypriot Journalists Union, has
issued a harshly worded statement yesterday, condemning Greek Cypriot
counterparts because of what he termed as "their intolerance to Turkish
Cypriots and Turkish views" concerning the Cyprus problem.

Ozcanhan is quoted as saying that Greek Cypriot journalists alleged that
the island is under occupation. He said that having met with this kind of
an approach, Turkish Cypriot journalists reminded their Greek Cypriot
counterparts that "there are many missing Turkish Cypriots in Cyprus from
l958, that hundreds of Turkish Cypriot villages were razed to the ground
or subjected to ethnic cleansing by Greek Cypriots in the past, and that
human rights of Turkish Cypriots were also trampled upon for long years.

1.10) TURKISH PARLIAMENTARIANS VISIT ISRAEL
A group of Turkish-parliamentarians is paying a visit to Israel at the
invitation of the Israeli Foreign Ministry to study the local
political situation and to increase opportunities for cooperation
between Israel and Turkey. Turkish parliamentarians were received by
the Israeli Foreign Minister David Levy and visited the Israeli
Parliament (the Knesset) and met with their Israeli counterparts.

1.11) TALBOTT: "WASHINGTON SUPPORTS THE DEMOCRATIC ORDER IN TURKEY"
U.S. Deputy Secretary of State Strobe Talbott repeated on Monday that
Washington was a great supporter of Turkish democracy and secularism.
Talbott made these comments after meeting Foreign Minister Tansu
Ciller and Undersecretary Onur Oymen in Ankara.

He was in Ankara on a visit in connection with the OSCE "Minsk Group"
which is trying to solve the Nagorno-Karabakh problem between Armenia
and Azerbaijan. While in Ankara, Talbott was received by President
Suleyman Demirel and had talks with Deputy Chief of General Staff,

attacks against israeli and u-s targets if the two countries --
in his words -- continue to support turkish massacres against
kurds

the rebels accuse israel and the united states of assisting
turkey in its latest cross-border assault . the p-k-k spokesman
added that the rebels are planning attacks against turkish
tourist resorts. foreigners, he said, would travel to turkey at
their own risk.

About 250-300 people picketted the government building in Bishkek today.
Nobody from authorities had come out to meet with protestors. Picketters
protested the decision of the district court, convicted 4 journalists with
oppositional Res Publica weekly on 23 May. 2 of them (Zamira Sydykova, chief
editor, and Aleksander Alyanchikov) were sentenced to 18 months of
imprisonment and two others (Marina Sivasheva and Bektash Shamshiev) were
barred from engaging in journalism for 18 months. All of them were accused of
insulting and libeling a president of the State gold company in articles,
published in 1993-1996. Sydykova and Alyanchikov have been in custody since
23 May.

After the 3 hours of protesting, people went to the building of the municipal
court and continued the picket there. Chairman of the municipal court,
Jakypbek Abdrakhmanov, went out of the building and met with protestors. He
admitted that the decision of the district court was 'not very good' and
promised that the municipal court will consider the appeal of the journalists'
lawyers fair. Action began at about 10:00 and ended at about 15:00, local
time.

However, several people announced they were starting a protest fast on the
central square, outside of the government building, in support of the
journalists. Initially, three people began the hunger strike (Anara Isagulova,
Kukun Rysalieva and Lejep Nukharov) but then, several other people joined
them. According to the last reports, about 10 people are keeping protest fast
now. It is not clear whether they will continue their protest during the
night.

Protest fast is continuing on the central square of Bishkek. Three people
(two women and a man) are involved:
- Anara Isagulova,
- Rakhat Chokoyeva and
- Lejep Nukharov.

Kukun Rysaliyev, was hospitalized this morning with light injures. Doctors
prohibited her to continue hunger strike. Nobody has come out of the
government building to meet them.

Actually, there were more than 4 people on the square, when the police beat
the protestors: there were two tents and 4 or 5 people inside. Also, there
were at least 3 people outside, who guarded the tents.

When police appeared at about 02:30 they were sleeping. Anara Isagulova told
our correspondent today that about 5 people, from the about 25-strong police
group, were without uniform but all of them had pistols.

Rakhat Chokoyeva told our correspondent today that she asked policemen why
they persecuted them. One policeman answered that President Akayev ordered it.
She replied that Akayev was in South Korea, and received an answer that the
President could order it by phone.

Lejep Nukharov told our correspondent that he wrote down the plate numbers of
the two police cars: 2477 and A-3937-ChS. According to Nurlan Alykulov,
husband of Anara Isagulova, policemen tore the 2 tents, gathered their
remains, loaded them on the cars and left the site. All these people, involved
in the protest, are common people. We have obtained audio interviews with
them.

Tursunbek Akunov, chairman of the Human Rights Movement of Kyrgyzstan, told
our correspondent today that he had contacted with Omurbek Kutuyev, Interior
minister, and he promised to investigate the case.

AZERBAIJAN CONFIDENT OF SWIFT SOLUTION TO KARABAKH CONFLICT. Interfax on 2
June quoted unnamed Azerbaijani government spokesmen as predicting that a
solution to the Karabakh conflict will be reached this year on the basis of
compromises between Baku and Yerevan. recently proposed by the three
co-chairmen of the OSCE Minsk group. Those compromises include the withdrawal
of Karabakh Armenian forces from occupied Azerbaijani territory, international
control of the Lachin corridor linking Karabakh and Armenia, and international
control of all armaments deployed in Nagorno-Karabakh that will be considered
part of Armenia's permitted CFE quota. Following talks in Ankara on 2 June
with U.S. Deputy Secretary of State Strobe Talbott, Foreign Minister Tansu
Ciller said that Turkey supports the OSCE Minsk Group initiative but will also
continue to play its own role in seeking to resolve the conflict, TRT
Television Network reported.

DAC Air (6P) of Romania started flying to Baku from Bucharest on May 19.
Flight 6P 247 leaves every monday, wednesday and sunday with Canadair CRJ
(50 seats) equipment for Baku and returns the next day.

Famous Emirates (EK) started Dubai-Baku service this Monday.
An Airbus 300-600 flies mondays, wednesdays and saturdays.
Dubai and Sharjah are airports that welcome many flights from all over the CIS.

These two new guests to Baku bring the number of foreign airlines (CIS
Airlines excluded) to eigth. Lufthansa, British Airways, Iran Air, KLM and
Pakistan International followed Turkish Airlines which was the first on
September 19, 1990.
