KYRGYZ NEWS - 2 JULY 1997
1. President Askar Akayev met in Bishkek today with editors of the local
papers and a group of foreign journalists. RFE/RL's representative had also been
invited. The economic situation in Kyrgyzstan and further developments were the
main topics of discussion at the meeting.
2. President press service announced on 2 July that President Akayev had
signed a decree on opening Kyrgyz embassy in London. Former foreign minister,
Roza Otunbayeva, was appointed as ambassador to Great Britain on 1 July. There
is no official explanation yet, why she was dismissed, but her resignation
had been discussed for a long time.
There are Kyrgyz embassies in Austria, Germany, Switzerland in Western Europe.
Also, embassy in Brussels is responsible for relations with EU, NATO, Belgium,
Luxemburg and the Netherland.
3. In spite of the parlimentary vacation which began on 1 July, People's
Assembly of the Parliament convened in Bishkek today. 2 issues were discussed
today: increase of the tariffs for flight tickets and housing problem.
Temir Muratov, vice president of the State air company, Kyrgyz Aba Joldory,
reported the Assembly this morning. According to him, the company incured
losses for 8.5 million som (about $500,000) in the first 6 months of 1997,
that is why flight tickets' prices had been increased recently. After the
discussion in Parliament, he agreed to cut the price for Bishkek-Osh flight
from 360 som to 320 som. Everage salary in Kyrgyzstan is about 400 som ($25).
Prime minister Apas Joumagulov reported on the housing problem today. Deputies
demanded to give plots of land to homeless young people, gathered in the
capital from countriside. It was decided that a special law draft on it would
be worked out up to the end of 1997.
4. Vice prime minister, Mira Jangaracheva, visited 5 vacant land places
in outskirts of Bishkek. There are 23 such kind of places around the city.
Members of the Yntymak movement have demanded to allow them to build their
private houses on these places by their own.
The movement organized 3 demonstrations in Bishkek last month, demanding to
resolve their problems and PM Joumagulov promised on 5 June to resolve the
issue. According to Yntymak, city administration is sabotaging the PM's
decision now.
Bishkek city's architect, Tolobay Kengeshev, accompanied Jangaracheva during
her today's trip. According to him, social buildings will be constructed on
that places and they could not be given to homeless people.
5. General Andrey Nikolayev, director of the Russin border guard service, will
arrive in Bishkek on 4 July. President Akayev and PM Jounagulov will received
him on 5 July. His visit was cancelled in June. State frontier between
Kyrgyzstan and China is guarded by Russian and Kyrgys border guards jointly.
According to Defense ministry official, Kyrgyzstan will offer to appoint
Kyrgyz representative as first deputy commander of the Russian border guard
unit in Kyrgyzstan.
6. National Bank press service announced in Bishkek today that its delegation
had departed to France to take part in the International seminar on reforms in
banking, which opens in Paris today. Seminar is organized by French national
bank.
7. Seminar 'Innovations in Kyrgyz schools' finished its work in Bishkek today.
Organized by Soros Foundation-Kyrgyzstan, it lasted 4 days and representatives
of almost all country schools took part in it.
8. Spokeswoman for the Ministry of education, science and culture, Nurbubu
Ashimbayeva, told our correspondent in Bishkek today, that 140 people form
330, who graduated from the schools in Kyrgyzstan in 1997 with gold medals,
want to enter the Slavic University in Bishkek. The University was founded in
1993 and is financed by Russia and Kyrgyzstan jointly. There are more than 10
universities and institutes in Bishkek.
KYRGYZ NEWS - 3 JULY 1997
1. Member of the People's Assembly of Kyrgyz Parliament, Erkin Matyiev,
announced in Bishkek today that State Energy company (Kyrgyzenergoholding)
stopped supplying electric power to the Naryn region on 30 June. All
enterprises of the region stopped their activity and all residents have been
without electricity since 30 June. According to Matyiev, approximately
600,000- som-value meet (about $35,000), 100,000-som-value milk have been
spoiled. Regional bakery, which produced 70,000 som bread daily, is stopped
too. Military units in the region are short of food.
Population of the mountainous region is about 200,000 people, average monthly
salary is about $20 (average salary in the country is about $40). State
electrics company authorities say the region ows it 35 million som (about $2
million) for electricity and the region's leadership has been informed in
advance that electricity coud be cut.
2. President Askar Akayev received in Bishkek today delegation of the Japan
Liberal-Democratic party, led by Keidzo Obuchi, Japanese prime minister's
advisor. 60-strong delegation encludes members of parliament and businessmen.
Economical cocoperation between Japan and Kyrgyzstan was discussed. Also
today, delegation met with Prime minister Apas Joumagulov and two speakers of
Kyrgyz Parliament, Usup Mukambayev and Almambet Matubraimov.
3. USIS representative in Bishkek told our correspondent today that U.S.
president Bill Clinton had appointed Anne Marie Sigmund as ambassador to
Kyrgyzstan. She is career diplomat, graduated from the Kansas university
(1968). Anne Marie Sigmund had worked as counselor of the USIA before. She
speeks Russian, Spanish, Polish.
Former U.S. ambassador to Kyrgyzstan, Eileen Melloy, said good-bye to
President Akayev last month, after 4 years of work in Kyrgyzstan.
4. President press secretary, Kanybek Imanaliyev, gave an interview to RFE/RL
on 3 July. According to him, President Akayev has begun several initiatives,
concerning with press freedom in Kyrgyzstan. E.g., two law drafts had been
worked out: on free access to information and on protection of the
professional activity of journalists in Kyrgyzstan. These drafts are being
discussed among journalists now and will be given to Parliamen in the fall.
Imanaliyev continued, a new Criminal Code passed in Parliament last month and
according to the 151th clause of it, authorities who do not give information
to journalists, could be fined (up to10 to 50 times of minimal salary) or
imprisoned up to 3 years.
Also, according to Kanybek Imanaliyev, President Akayev will award the best
journalists and best papers of the country every year, beginning with 1997.
Special presidential awards Golden Pen will be given to 3 best journalists
yearly. Each of them will receive 30,000 som ($1,700), too. Exept it,
President will choose the best paper of the year, which will receive
100,000-som presidential award. Best regional paper will receive 50,000 som.
According to the president press secretary, introducing of these awards will
strengthen press freedom in Kyrgyzstan.
Yesterday, on 2 July, President Akayev received large group of local and
foreign journalists in Bishkek. He said that he asked to work out that two new
law drafts, because the Parliament had prepared its own law on media. Akayev
asked gathered journalists to support his projects. New law on media passed in
Legislative Assembly last month. It had been prepared by Adhan Madumarov,
chairman of the parliament commission on media & information.
5. Vice prime minister, Mira Jangaracheva, told our correspondent in Bishkek
on 2 July that Nadir Nusubaliev was released on 30 June, after the
demonstration outside of the government building. About 1,000 people from
Yntymak movement, united homeless youth from countriside, picketted government
building, demanding to resolve their problems.
Nusubaliev, activist of the movement, was detained by police on 27 June and
this case was the cause of the demonstration. He began to build his private
house outside of the city without permission.
6. Soros Foundation-Kyrgyzstan announced results of the contest among Kyrgyz
journalists, lasted from 15 March to 16 June. Its motto was 'Who says that
Kyrgyzstan is unchangable?". Winners among individual journalists are:
1st place: Tabyldy Akertegin (RFE/RL freelancer),
2nd place: Sapar Orozbakov (RFE/RL freelancer),
3rd place: Alla Pitibratova.

7. MInister of education, science and culture, Askar Kakeev, received Al
Ibrashi, honorary Kyrgyz consul to Egypt, in Bishkek today. Education problems
were discussed. About 100 Kyrgyz student are studying in Egyptian universities
and institutes now, half of them were sent by the Ministry.

The Turkish General Staff announced on Tuesday that Turkey would
unilaterally cancel military maneuvres in the Aegean scheduled for
July 1-August 15. The move is designed to support NATO Secretary
General Javier Solana's efforts to ease tensions in the region and to
implement a number of confidence-building measures.
US Defence Department Spokesman Kenneth Bacon welcomed this
Turkish move in a statement yesterday. /Milliyet/
TURKISH COMPANIES AMONG THE GIANTS
The latest issue of American Business Week magazine published a
list of the biggest 1,000 companies in the world. The magazine noted
that 50 % of these companies were American and also that five Turkish
companies were among a list consisting of 200 leading firms including
Akbank (74) with a $4.5 billion market value, Is Bank (101) with $3.3
billion, Turkish Airlines (160) with $2.4 billion, Koc Holding (181)
with $2.13 billion and Tupras (183) with $2.11 billion. /Sabah/
TURKEY LOOKING TO ISRAEL FOR WEAPONS
As an alternative to buying weapons from the US, Turkey is
looking at Israeli military hardware and equipment systems. In the
wake of the poor showing of US made Cobra helicopters during the
continuing Turkish military operations in northern Iraq, The Turkish
armed forces are looking more closely at the alternatives to US
military products. Israeli developed helicopter attack and defence
systems particularly interest Turkish military leaders. /Cumhuriyet/
GREECE-PKK COOPERATION
According to a new Turkish Foreign Ministry report, the Greek
government is accepting false papers prepared by ERNK, the military
wing of the PKK terrorist organization, and is sheltering PKK
terrorists in camps in Greece. The report also claims that Greek
government departments are actively involved in supporting the PKK.
The foreign ministry report also stresses that Greek socialist PASOK
party members visit PKK camps in Lebanon. /Milliyet/
US TOURISTS FLOW TO TURKEY
Newsweek magazine notes that US tourists have begun to flow to
"exotic" Turkey. The magazine says that the Turkish nation with its
traditions of hospitality was very friendly. It also reports that
there has been a 412 % increase in the number of US tourists visiting
Turkey since 1991 to date. /Sabah/

YILMAZ SAYS GOVERNMENT IS BACKED BY 75 PERCENT OF PEOPLE
Motherland Party (ANAP) leader and Prime Minister Mesut Yilmaz
addressed a weekly meeting of the ANAP parliamentary group yesterday
for the first time since becoming prime minister. Criticizing the
former government, Yilmaz indicated that abandoning all the valid
procedures used by the state mechanism, the Welfare Party (RP)-held
Finance Ministry had channeled funds into the RP-held municipalities,
bypassing the Treasury. Yilmaz noted that the destruction was not
limited to the wasteful spending of resources. Extraordinary numbers
of civil servants employed at RP-held ministries were sent to the US
and certain European countries on temporary duty in line with a
decision taken on the last day of the outgoing government. He said
all these "temporary approvals" would be cancelled by the new
government.
Yilmaz said that he had the results of two opinion polls indicating
the ANAP-Democratic Left Party (DSP)-Democratic Turkey Party (DTP)
enjoyed the support of 75 percent of the people, while the remaining
25 percent, mostly consisting of the RP, the True Path Party (DYP),
and the Grand Unity Party (BBP) followers, were not expecting anything
from the new government. He added: "This public support is the new
government's biggest advantage". /All papers/
EUROPEAN UNION REPORT PRAISES TURKEY
A European Union (EU) report on Turkey shows the country stands a
better chance of becoming a member of the EU than most Eastern
European states, the head of the Economic Development Foundation (IKV)
said yesterday in Istanbul. Parts of the report was prepared by the
EU Commission earlier this year.
"The new report reviews Turkey's application. It shows that the EU is
looking at Turkey's economic growth with admiration" head of the IKV
Meral Gezgin Eris told reporters. Turkey grew 7.5 % in real terms in
1996, the second successive year it was Europe's fastest growing
economy. In the first three months of 1997, the Turkish economy grew
5.7 %. "Turkey's economy has made giant strides without any
assistance from the EU or any other countries" Eris said. Turkey's
economy, the report said, was stronger and more liberal than most of
the ten Eastern European countries, in most areas, including
determination of prices for goods and services, the role of the
private sector, banking services and insurance. /Sabah-Hurriyet/
GREEK CYPRIOT COOPERATION WITH PKK
The BRT television channel showed yesterday that the Greek Cypriot
side was providing logistic support and ammunition to the PKK
terrorist organization. In Susuz, a former Turkish village near Baf,
a PKK camp has been discovered. Thus, the number of PKK camps in the
Greek Cypriot side has now reached six. /Sabah/
POLISH DEFENCE MINISTER IN TURKEY
Polish Defence Minister Stanislaw Dobrzanski has visited Deputy Chief
of General Staff General Cevik Bir and they signed a military
cooperation agreement. Addressing a speech at the signing ceremony,
Gen.Bir said the agreement, which foresees military training,
technological and scientific cooperation between Turkey and Poland,
will further strengthen the friendship between the two countries.
Gen.Bir said that the aim of such agreements was to contribute to
regional and world peace, adding: "These agreements are not against
any third country".
Dobrzanski said, for his part, that Turkey had an important place
among NATO countries, and added: "This visit is very important for us
just before the invitation to join NATO". He stated that Turkey
supported Poland's membership in NATO. President Suleyman Demirel
also received the Polish Defence Minister. /All papers/
JOINT TRANSPORTATION COMMISSION MEETING
A Turkish-Kazak Joint Transportation Commission meeting started on
Tuesday at the Transportation Ministry. Undersecretary of
Transportation Ministry Oguz Tezmen met with the Kazak delegation
headed by Kazak Transportation and Communications Deputy Minister
Serik A.Aligujinov. Addressing a group before the meeting, head of
the Turkish delegation, Deputy Undersecretary of Transportation
Ministry Yasar Tuncer said this meeting was very important for the two

SECULARISTS PASS MUSTER IN TURKEY
President Approves New Government

ANKARA, Turkey, June 30 -- President Suleyman Demirel
formally approved a new and resolutely secular government
coalition today. Headed by conservative leader Mesut Yilmaz,
it replaces an Islamic-led government brought down 12 days
ago after months of military pressure.
The new, broad-based coalition, which faces a parliamentary
vote of confidence in the coming days, includes Yilmaz's
center-right Motherland Party and two smaller parties led by
veteran politicians: the social democratic Democratic Left Party
led by Bulent Ecevit and a new center-right party, the
Democratic Turkey Party, led by Ismet Sezgin.
Two other parties also have put their support behind the new
coalition.
The grouping has been viewed here as the secular
establishment's solution to a prolonged political crisis brought
on by a standoff between the nation's powerful military
leadership and the conservative Islamic government led by
outgoing prime minister Necmettin Erbakan.
Erbakan resigned as prime minister June 18 under mounting
pressure from the military-led National Security Council, which
accused his year-old government of fueling a radical Islamic
movement that, it said, threatened modern Turkey's secular
tradition.
The Islamic prime minister's months-long defiance of military
directives designed to curb radicalism had heightened tension in
the country and led to speculation that the armed forces, the
constitutional custodian of Turkish secularism, were mulling a
possible government takeover.
Erbakan finally resigned, evidently with the hope of bringing his
paralyzed coalition back to life under the premiership of his
secular ruling partner, True Path Party leader Tansu Ciller.
But, in a victory for the military-led secular establishment,
Demirel asked Yilmaz, whose Motherland Party is the second
largest in Parliament, to form the new government instead of
Ciller, whose True Path has dwindled to a distant third place
due to steady defections.
Yilmaz, 50, who has served briefly twice as prime minister, has
said his aim is to create a stable, unified government that will
calm the uneasiness in the country, following "very sensitive
days."
Reasserting that he and his new coalition are firmly in the
establishment's secular camp, Yilmaz told reporters today that
the new government "was formed to bring the country out of
the crisis the previous government created and to reinforce the
secular and democratic republic."
One of the new government's aims, analysts say, will be to
counter attempts by the previous government to infiltrate key
ministries with Islamic officials.
Ecevit's staunchly secular Democratic Left was handed control
of several key ministries, including foreign affairs and education,
while the Motherland Party was handed the important interior
and justice ministries.
Erbakan, who was critical of the president's choice of Yilmaz
rather than Ciller to form the new government, was conciliatory
after formally handing over the premiership.
"Thank God Turkey is a country that is governed by
democracy," the outgoing prime minister was quoted as saying.
"In a democracy, we can easily change [government] posts.
What is essential is to work in collaboration for the good of the
country."

performing export market in the region for the British manufactured
goods. Export figures for 1995 was USD 20m, in 1996 USD 45m and
this year expected at USD 75m.

of emergency areas for investment as follows:

Almaty ranks only behind Moscow as the most expensive city in the
world for executive travellers. That means even some of the

Uzbekistan and has already issued several tenders. Project is financed
by EBRD and Japan Export-Import Bank.
Tenders cover work on Desulphurisation plant for gas oil, transport
and management aspects of the Russian designed refinery.

Kazakstan has received a loan from the Overseas Economic Cooperation
Fund of Japan towards the cost of Irtish River Bridge construction

tender participants is 20th of August,1997.

Gazprom of Russian may supply Israel with natural gas worth half
billion Dollars a year. Underwater pipeline is expected to be
constructed from the Turkish port of Ceyhan to Israeli coast. Israel
currently depends on coal and oil alone to generate electricity.
Gazprom is believed to have control over 30pc of the world's natural
gas and one of the richest corporations in Russia. Given the current
political climate, same gas pipeline could provide gas for Jordan but for
troubles in Palestine. Israel also plans to buy gas from Egypt.
Turkish contractor is thought to be working on the project to connect
Russian gas to Israeli power stations.

Dear friends
In a few days, Ablajan Barat, the president of the Taklamakan Uighur Human
Rights Association, Ghulamidin Pahta from the Eastern Turkistan Research
Center and two leaders of the Uighur organizations in the Central Asia
countries are going to meet the United States officials to seek the Uighur
broadcasting of Voice of America. Eastern Turkistan is larger than Tibet,
and strategically more important, the local population of Eastern Turkistan
is three times of the that of Tibet. But unfortunately, while most of the
world know about Tibet, even our closest neighbors know little about Eastern
Turkistan and its people. Mainly because the the Eastern Turkistan people in
China or Soviet Union, have lived under repressive systems with little chance
for self expression. After the collapse of the Soviet Union, Eastern
Turkistan people started to speak up for their rights. As the recent
developments indicate, it is unavoidable that the Eastern Turkistan issue
become international.
A link between the democratic outside world and
Eastern Turkistan is absolutely necessary to direct the events in Eastern
Turkistan to the right direction. According to the recent media, US
government is planning to increase the broadcasting of Voice of America to
China. Mandarin Chinese, Tibet and other three languages are among the
planned broadcasting languages. But to our disappointment, the Eastern
Turkistan people was ignored again. We are trying to get our voice on Voice
of America. In order to accomplish this goal, we need the help and support
of all our friends. This is a democratic country, your voice might make a
difference for the more than eleven million people of Eastern Turkistan .

TURKISTAN-N (TN) is an electronic newsletter whose purpose is to report
on the "Land of the Turks". By the use of the word "Turkistan" we mean,
in general, lands where Turkic peoples live, without any geographical
restriction and without specific reference to Central Asia or political
boundaries. TN reports on all the the Turkic peoples from Kyrgyz, Kazaks,
and Uzbek to Anatolian and Thracian Turks, but also about much less known
Turkish/Turkic peoples like the Gagauz, Tuvinians, or Yakuts. TN was
established on 9 May 1997 as an initiative of S.O.T.A. Book reviews,
commentaries, articles, and letters from the readers can also be published
in TN. At this moment, TN has more than 750 subscribers.
