KYRGYZ NEWS - 25 JUNE 1997 -- Naryn Aiyp
1. Russian parliamentarian delegation, led by Gennady Seleznev, speaker of the
Russain Duma, arrived to Kyrgyzstan today, parliament press service announced.
They met with the Foreign ministry officials and with speakers of the two
Houses of Kyrgyz Parliament Usup Mukambayev (Legislative Assembly) and
Almambet Matubraimov (People's Assembly).
President Askar Akayev received Russian delegation today. Bilateral
cooperation was discussed. It was agreed that a special inter-governmental
commission on economical cooperation between Russia and Kyrgyzstan would be
formed.
Then, Seleznev addressed the joint session of Kyrgyz Parliament. He said that
economical cooperation between Russia and Kyrgyzstan should be improved,
because it is backward the poitical cooperation. Seleznev and Mukambayev
signed an agreement on parliamentary cooperation. Seleznev will leave
Kyrgyzstan for Irkutsk, Russia, tomorrow.
Seleznev told a press conference in Bishkek today that Kyrgyz authorities had
assured him the Russian would be an official language in Kyrgyzstan in any
case. Our correspondent attended the meeting. Seleznev said he believed it and
praised that Kyrgyzstan would be the first CIS country, where the Russian
would be an official language.
2. People's Assembly rejected to give the Russian an official status
yesterday. 58 deputies from 70 attended the session but only 47 of them took
part in voting. 40 deputies supported the decision on giving Russian an
officials status, 5 were against and 2 abstained. To make decisison valid, it
was required 47 votes (2/3 of the 70 members of the Assembly).
Some deputies suggested today to re-consider the issue, but Assembly rejected
it. Speaker Matubraimov announced today that there would be 'a second
reading'. It is not clear now when the second reading will be held: until 1
July, when the parliamentarian vacation will begin, or in the fall.
Legislative Assembly should also consider the case till 1 July. To make the
Russian an official language, both Houses should approved it.
ITAR-TASS reported yesterday that Kyrgyz parliament had decided to give the
Russian an official status unanimously.
3. President press service announced in Bishkek today that President Akayev
will visit the U.S. on 8-13 July. He will meet President Bill Clinton, Vice
President Al Gore, State secretary Madeline Albright and other American
officials. Also, Akayev will meet with U.N. Secretary General, Kofi Annan, and
executive director of the IMF, Michael Camdessus.
4. Deputy speaker of the People's Assembly, Bakhtiyar Fattakhov, told our
correspondent in Bishkek today that the Assembly will form a special
commission on the case of corruption among the members of the Aseembly.
Procurator General, Asanbek Sharshenaliev, asked the Assembly last week to
deprive Assembly's 7 members of the parliament immunity. They were accused of
corruption. According to Fattakhov, Procurator General's claim will be
considered only after the investigation of the parliamentarian commission.
5. People's Assembly of the Parliament passed a law on amnesty today.
Legislative Assembly had approved it before. Now, if President Akayev signs
the draft, journalists, convicted by the Kyrgyz courts, will be released.
Zamira Sydykova, chief editor of the independent Res Publica weekly, is
serving 18 months labor camp term now. Former correspondent of the weekly,
Aleksandr Alianchikov, was sentenced to 18 months suspended imprisonment.
Investigation against an another correspondent of the weekly, Yrusbek
Omurzakov, is under way now. All of them were accused of insulting and
libeling official persons in their articles.
Omurzakov spent 79 days in custody in March-June, 1997. Opposition says the
trials and accusations were politically motivated
6. Journalist Rigina Khelimskaya told our correspondent today that she had
sued President Akayev. According to Khelimskaya, Akayev has used in his
speeches, devoted to the Stalin repressions in Kyrgyzstan in the 1930s, large
parts of texts from her book, published early in the 1990s, and did not
mention her name. Khelimskaya has been a staffer of the governmental daily
'Slovo Kyrgyzstana' for 14 years.
7. Foreign ministry press service announced today deputy foreign minister of
Iran, Abbas Maleki, arrived to Bishkek on 25 June. He met with Kyrgyz minister
of education, science and culture, Askar Kakeeev, today and discussed the
bilateral cooperation between Iran and Kyrgyzstan in education and cultural
areas. The two agreed 10 Kyrgyz students will begin to study in the Iranian
institutes this year.
8. Foreign ministry announced in Bishkek today Egyptian diplomat Al Ibrashi
will visit Kyrgyzstan on 30 June. According to the Ministry, Al Ibrashi will
be appointed as a honorary Kyrgyz consul in Egypt. Al Ibrashi was an Egyptian
ambassador to EU, Belgium, Luxemburg, then he has been a director of the
Institute of diplomacy in Egypt.
9. Riam Abdel Kader, Algyrian ambassador to Kyrgyzstan, and Trayan Petrovsky,
Macedonian ambassador to Kyrgyzstan, handed their credential papers to
President Akayev today. They are first ambassadors of their countries to
Kyrgyzstan.
Czech ambassador, Lubosh Dubrovski, and Nguen Chi Kuong, Vietnamese
ambassador, gave their credentials to Akayev yesterday, on 24 June.
KYRGYZ NEWS - 26 JUNE 1997
1. Zamira Sydykova, chief editor of the independent Res Publica weekly,
declared today she has been opressed by theauthorities of the colony hostel,
where she is living. Several journalists (incl. our corespondent) and 3
members of Parliament gathered today at the hostel, belonged to the colony #36
in Bishkek, and Sydykova told them the authorities of the colony had not
allowed her to leave the hostel for 2 days.
According to Sydykova, 236 people are registered in the hostel, but single
Sydykova is living at it now. There are neither facilities, nor furniture in
the building. On 17 June, she was hired by the Medical Center of Dr. Jenish
Nazaraliev in Bishkek as registering clerk. The Center pledged to provide
Sydykova with housing and that is why, according to Sydykova, she had a right
to live outside of the colony hostel. Now, the administration does not allow
her to go to the Medical Center to work. Sydykova says the colony
administration wants her to work as floor-cleaner, not as clerk, at the
Center.
Sydykova was accused of libeling and insulting manager of the State firm and
sentenced to 18 months of imprisonment by district court on 23 May. Municipal
court changed the verdict on 10 June, sending her to colony serving.
Sydykova's laywer has appealed to the Supreme court.
2. People's Assembly of the Parliament discussed the issue on water resources
today again. It was decided, a special appeal to the authorities and people of
neighboring Kazakhstan, Tajikistan and Uzbekistan woul be made and Kyrgyzstan
would ask them to pay for water from the reservoirs on the Kyrgyz territory.
Also, Kyrgyz Parliament suggested to create a Convention on water resources in
Central Asia.
The Assembly discussed the problem on 12 June and made a similar decision. It
was suggested that Agreement on water resources, signed by Kazakhstan,
Kyrgyzstan and Uzbekistan in Almaty on 18 February, 1992, should be amended.
On 27-28 June, the Assembly will hold a hearings on the Government's activity.
3. Roza Otunbayeva, Foreign minister, leaves Bishkek for Moscow today. She
will take part in the Tajik negotiations, which begin on 27 June, as observer.
4. Russian parliamentary delegation, led by Gennady Seleznev, left Kyrgyzstan
today. Seleznev met with President Akayev, 2 speakers of Kyrgyz Parliament and
addressed the joint session of the Parliament yesterday. He told Kyrgyz
deputies he hoped the Russian would be an official language in Kyrgyzstan in
the future.
People's Assembly rejected to grant the Russian an official status on 24 June.
The other House, Legislative Assembly, should consider the case until 1 July.
ITAR-TASS reported on 24 June and on 25 June again, that Kyrgyz Parliament had
made an amendment to the Constitution and made the Russian an official
language.
5. Leader of the Yntymak movement, Nurlan Alymkulov, told our correspondent
today that Bishkek city administration had rejected to allot them plots of
land around the capital. The movement unites young people from countryside,
majority of the homeless, who gathered in Bishkek and wanted to build houses
by their own. They organized 2 demonstrations in Bishkek early in June and
their representatives were received by Prime minister, Apas Joumagulov.
Joumagulov promised them to resolve their economical problems.
According to Alymkulov, Bishkek city administration had received the Prime
minister's decision, but does not want to implement it.

2.1)
DUMA AGAINST WITHDRAWAL OF PEACEKEEPERS FROM ABKHAZIA. The Duma on 23 June
adopted a resolution requesting that President Boris Yeltsin recommend the CIS
leaders extend the Russian peacekeepers' mandate in Abkhazia, ITAR-TASS
reported. The resolution said a withdrawal of the peacekeepers might lead to
the resumption of war in Georgia's breakaway region, which, it stressed, would
"inevitably" involve the peoples of Russia's North Caucasus. According to the
Duma, such a scenario would endanger Russia's territorial integrity. Georgia
has repeatedly accused the peacekeepers of not implementing the CIS summit's
decision to give them a mandate to provide for the return of some 200,000
Georgian refugees. Tbilisi recently threatened not to prolong the
peacekeepers' mandate, which is due to expire on 31 July, unless they comply
with the CIS summit's decision.

DUMA CALLS FOR ENDING BLOCKADE OF ABKHAZIA. The Duma on 25 June adopted a
statement calling for the lifting of economic sanctions imposed on Abkhazia in
1995, ITAR-TASS reported. The sanctions include restrictions on crossing the
frontier between Abkhazia and Russia and mandatory customs and frontier
inspections in the Georgian port of Poti for all vessels wishing to dock in
the Abkhaz capital of Sukhumi. The Duma requested that speaker Gennadii
Seleznev forward the statement to Yeltsin, Prime Minister Viktor Chernomyrdin,
and the heads of relevant government agencies.
FOREIGN MINISTRY SAYS KYIV VIOLATES SPIRIT OF TREATY BY BARRING ZATULIN. The
Russian Foreign Ministry has sent a message to its Ukrainian counterpart,
saying that Kyiv violated the spirit of the recently-signed Russian-Ukrainian
treaty by not allowing politician Konstantin Zatulin to enter Crimea,
ITAR-TASS reported in 24 June. Black Sea Fleet Commander Viktor Kravchenko
invited Zatulin to a 12 June flag-hoisting ceremony in Sevastopol, but Kyiv
had barred Zatulin from entering Crimea two days earlier. As State Duma CIS
Affairs Committee chairman in 1994 and 1995, Zatulin repeatedly criticized
Ukrainian policy on Crimea. More recently, he co-authored an article published
in "Nezavisimaya gazeta" on 28 March, which urged Russia to sabotage alliances
within the CIS--such that between Ukraine, Azerbaijan, and Georgia--and to
refuse to recognize its current borders with Ukraine unless Kyiv agrees to
sign a federal treaty with Crimea.
UKRAINIAN OFFICIAL SUGGESTS JOINING NATO. Deputy Foreign Minister Anton
Buteiko, speaking at a press conference in Kyiv on 24 June, suggested that
Ukraine will eventually consider applying for membership in NATO. "We have
already integrated into one trans-Atlantic structure, the Organization for
Cooperation and Security in Europe. Another target is NATO." He added that the
charter on special cooperation between NATO and Ukraine, which is scheduled to
be signed in Madrid on 9 July, will create a legislative base for the
practical integration of Ukraine into NATO."
ROMANIAN CONTINUES BID FOR NATO MEMBERSHIP. In an interview with RFE/RL on 24
June, President Emil Constantinescu said that "in a paradoxical way," the
failure of Romania to be nominated for membership in NATO in the first wave
has worked to the country's advantage. Constantinescu said Romania is now the
focus of attention of international diplomacy and the international media. He
added that nobody doubted that Romania will eventually be admitted into the
organization. The question, he said, is only "when and how." In a separate
interview with RFE/RL, Defense Minister Victor Babiuc said it will be
"illogical" to extend NATO without Romania, which is "the missing link" in
NATO's southern flank. Foreign Minister Adrian Severin, on a two-day visit to
Belgium to promote NATO membership, met with Prime Minister Jean-Luc Dehaene,
Foreign Minister Derycke Erik, and other officials on 24 June.

British Airways BA intends to start a bi-weekly service from Lonfon-Heathrow
to Almaty later this summer. Almaty would be the fifth city in the CIS and
the second turkic capital following Baku to where inaugural flight took
place March 18, 95. Additionaly British Mediterranean is flying on behalf of
British Airways to Tbilisi and Bishkek.
China Xinjiang Airlines ordered five ATR72-210A, plus five options. This
type of aircraft has following technical details: 68 seatsin 17 rows (2-2),
27.2 m length, 27.1 m wingspan, 7.65 m height, 2.86 width, 520 km/h cruising
speed, 7,500 m cruising altitude

EBRD LOAN TO AZERBAIJAN. The European Bank for Reconstruction and Development
has approved a loan of more than $21 million to upgrade Azerbaijan's
hydro-electric capacity, RFE/RL reported. The loan is for a project,
co-financed by the Islamic Development Bank and the EU, to replace three
generators at the Mingechaur Hydroelectric plant and rebuild a back-up high
voltage transmission line from the plant to Baku.
GOVERNMENT RESHUFFLE IN AZERBAIJAN. President Heidar Aliev issued a decree on
25 June merging the Ministries of Trade and Foreign Economic Relations into a
new Ministry of Trade, Interfax and Western agencies reported. A state-owned
company producing consumer goods was also abolished, and its director, Rafig
Khalafov, promoted to the position of deputy prime minister, according to
Reuters. Addressing a televised government session, Aliev said the reshuffle
is part of an ongoing process intended to expedite the "lagging" economic
reform process. Aliev also issued a second decree calling on the National Bank
to draft a program for the reform of state commercial banks.

We, the Presidents of fraternal states-Republic of
Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan
and the Republic of Uzbekistan,
- aspiring for strengthening of independence and sovereignty
of our countries, and raising a well-being of our peoples,
- proceeding from, that ecological safety is one of
strategic components of a national security and the most aspect
of interests and priorities protection of a Central Asian states,
- considering, that the problem of ecological disaster in
Aral Sea basin has a global character and its solution requires
to take an urgent measures,
- taking into account, that a dramatic ecological situation
in Aral region impacts negatively to environment and those living
conditions of million inhabitants not only of Aral sea basin but
as well as the other regions of our planet,
- confirming its adherence to provisions of UN World
Programme on environment ("Agenda for XXI century"), by all means
supporting the strive to launch and implement a single strategy
on sustain development of Central Asian states,
- recognising, that management over the water resources of
transborder rivers should have an ecosystem approach, carried out
by fair and reasonable way, without a mutual prejudice,
confirming the early accepted commitments on wide scale
cooperation on international and interstate levels,
- expressing the unanimity of our countries's views, signed a
Treaty on non-proliferation of nuclear weapons, on necessity to
declare Central Asia as a free nuclear weapons zone,
- proceeding from steady aspiration to act jointly in the
name of impeding an ecological crisis consequences in Aral sea
basin, at the meeting held on February 28, 1997 in Almaty,
have stated:
-to declare 1998 - as a Year of Environment Protection in
Central Asian region under UNO auspices,
- to call on the eve of 50th anniversary of a Semipalatinsk
range all interested countries to support the idea of declaring
Central Asia as a free nuclear zone, opened to be joined by the
other region's states,
- to note the Central Asian states' efforts which in spite of
serious economic difficulties, undertake a significant efforts on
improving of ecological situation in Aral sea basin, on the
territories of Semipalatinsk range and in the othe zones, faced
with the impact of nuclear tests,
- to recognise the necessity to launch complex ecological
safety programme, including Aral problem, establishing of free
nuclear zone in Central Asia and fighting with the leakage of
nuclear technologies and raw materials,
- to call UNO and its specialized agencies to draw a fixed
attention toward existed crisis situation in Aral sea basin and
undertake efficient measures on environment protection in this
region, while paying a particular attention to the measures on
rendering assistance to miserable population inhabiting near Aral
Sea territories,
- to confirm the readiness in rendering the necessary
promotion to international organizations and institutes in their
activity on implementing the Programme of particular actions and
other regional projects,
- to complete along with international organizations a
launching of a project of a Convention on sustain development of
Aral sea basin.

TRABZON SUMMIT OF BALKAN COUNTRIES
In a move to develop cooperation between the central Black Sea port of
Trabzon and the Balkan and Caucasian countries, an important meeting
was held yesterday to discuss regional developments and take up
matters like visa applications and relations with the European Union
(EU). Governor of Trabzon, Ismet Civelek, noted that the Caucasus was

TURKISH TV EXPORTS INCREASE
Exports made by Turkish television producers increased by 70 % during
the first five months of this year when compared with the
corresponding period last year. Turkish companies, which exported
457,684 television sets during the first few months of last year,
exported 781,699 TVs mostly to EU countries. European electronics
giants, unable to compete with Turkish and Far Eastern companies, have
begun to go bankrupt. /Sabah/
TURKISH CASINOS ARE PREFERRED BY ISRAELIS
Israeli Director of the National Lottery has stated that Israeli
people spent $440 million in Turkish casinos during 1996. In a
statement, Lottery Director Avraham Katz-Oz noted that casinos were
prohibited in Israel and added that more than 300,000 Israeli tourists
visited Turkey last year. /Sabah/

PUK OFFERS PEACE TO POLITICAL RIVAL KDP
Celal Talabani's Patriotic Union of Kurdistan (PUK), one of the
two Kurdish groupings in northern Iraq, has proposed to its rival, the
Kurdistan Democratic Party (KDP) led by Mesut Barzani, that elections
be held in the region and a new Parliament be established in Erbil.
According to a so-called "peace draft" prepared by the "Kurdistan
Democratic Alliance" led by the PUK and involving other regional
organizations, a temporary parliament would be appointed as part of a
unified government. The government would hold elections within one
year. It is reported that the KDP has not yet replied to the offer.

ISTANBUL TO BE A WORLD GOLD CENTRE
Head of the Executive Board of New York Merchantile Exchange
(NYMX) John F.Moore has arrived in Turkey to make observations at the
Istanbul Gold Stock Exchange (IAB), which will begin forward
transactions. The NYMX, which had a $2 trillion transaction volume
with a total of 75 million contracts, is a market where all forward
silver transactions of the world are carried out. On the other hand,
out of 75 million contracts, $9 million constitutes gold transactions
with a $314 million transaction volume.
NYMX bourse members will make transactions in Turkey via the
current system. Moore said that Turkey has begun to become an
important financial centre along the Hong Kong-London line and added
that forward transactions were a significant step forward in this area

YILMAZ: "WE WILL DEFINITELY WIN A VOTE OF CONFIDENCE"
Prime Minister-designate Mesut Yilmaz said yesterday that the
government he will form at the end of discussions with other party
leaders would definitely be able to win a vote of confidence. In a
meeting with President Demirel yesterday, Yilmaz gave the president
details about his contacts initiated in a move to set up a government.
Yilmaz is expected to the cabinet list to the president early next
week after a second round of talks with party leaders. /All papers/
TURKEY-US DEFENCE TALKS
Top representative from the US Defence Department, John Lodall and
diplomat responsible for Cyprus and Greece, Carey Cavanaugh are in
Ankara for talks with Turkish officials about more defence cooperation
between Turkey and the US.
Today Lodall and Cavanaugh will talk with Minister for Defence Turhan
Tayan, military leaders and Foreign Ministry Undersecretary Onur

TURKEY AND THE EU
European Commission Representative to Turkey, Ambassador Michael Lake
has again confirmed that Turkey is on the way to full membership in
the European Union (EU). He noted however that domestic political
developments did have a bearing on EU attitudes towards Turkey's moves
in that direction. Lake added that apart from sending out "positive
signals" Turkey also had to fully conform to EU standards and

TURKISTAN-N is an electronic newsletter whose purpose is to report on the
"Land of the Turks". With Turkistan we mean in general lands where Turkic
peoples live without any geographical restriction and without specific
reference to Central Asia or political boundaries.
If you want to have information about all the the Turkic peoples from
Kirgiz, Kazaks, Uzbek but also about less known Turkish/Turkic peoples like
the Gagauz, Tuvinians or Shors Turkistan-N is a medium for this.
Turkistan-N was established on 9 May 1997 as an inititiative of SOTA.
Beside news book reviews, commentaries, articles, and letters from the
readers can also be published in TN.
